| The supervision management of forest resources is an important part of the forest resources management system with Chinese characteristics. Since the first forest resources supervision agencies had been established in the state-owned forest area of the northeast and Inner Mongolia in 1989, the supervising system, which had included agencies in all the provinces, autonomous regions and municipalities except Taiwan, Hong Kong and Macao, had been an important power to the protection and management of forest resources in China after 18 years of development and growth. In this century, "Central Committee of CPC and the State Council's Decision on Speeding up Forestry Development"("The Decision")pointed that we should strengthen the system of forestry law enforcement, enhance the strength of supervision, improve the supervision conditions and the qualities of supervisors. These determine the legal status of the supervision management of forest resources and raise new requirements for supervising and developing forest resources and protecting China's ecological security.The establishment and development of the forest resources supervision management is a history of asymptotic process with characteristics of practice first and theory lagged. Along with the strengthening of legal administrate, the deepgoing of forestry reform and the establishment of the market economy system, there are a series of problems exposed in the supervision system, running mechanism and management mode. This study tries to answer these questions and solute these problems. This is of great significance for strengthening the forest resources supervision, improving protection and management of forest resources, promoting forestry and ecological environment construction.This paper mainly aims to answer "Why we need forest resources supervision", "What is the forest resources supervision" and "How to do forest resources supervision" in the new historical period. With the perspective of theory and practice, this paper plans to solve the important historical issues and answer the practical questions.In the theory part, the author consults and quotes the theory of public management, sustainable development theory, the principal-agent theory, the modern theory of property rights, ecological economics theory, information economics theory and the government's failure theory of public choice theory, using their theoretical quintessence and quoting their theoretical viewpoints to analysis the major arguments of this paper. The author integrates the basic theory and the analysis in the paper together.Based on the analysis of the history and status of forest resources supervision management in China, beginning with the legal analysis, element of ecological economics and the principal-agent relationship in the forest resources management and the way to deal with the failure of government management, author fully explains the theoretical justifications for the establishment of the supervision management of forest resources system and answers the question of "Why we need forest resources supervision"from the legal, economic and management perspective.For answer"What is the forest resources supervision", this paper theoretically elaborates the concept, functions, principles, objectives, targets, content, methods of the supervision management of forest resources, trying to establish the theoretical framework of the supervision and management of forest resources.The major problem of "How to conduct forest resources supervision" relates to the structure, mechanism, management and the external environment and many other fields of the supervision management of forest resources. In the limited space and with limited knowledge, the author is unable to fully solve these series of problems. This paper proposes "different applications in different areas, implemented step by step" reform program; designs the three major categories, 21 sub-indicators and 54 indicators for the evaluation of supervision and management, institutes the scoring standard and assess grade, launches the test evaluation; the author points out seven aspects of much-needed solution and some security measures to the supervision and management from the policy legal, internal management and supervision system construction, infrastructure, supervising to the supervision. |
