A Research On Ecological Environment Industry

At present, the ecological environment has become a globally concerned issue. To solve ecological problems is an important means to implement the strategy of sustainable development. Ecological environment industry combines ecological and economic construction with industrial development to form a unified whole, and takes ecological environment construction as an industry in the progress of reconstruction of the ecology and environment. China is a big agricultural country and agriculture is a traditional and basic industry. Ecological agriculture is an important issue on the ecological environment studies. The dissertation makes a study of ecological environment industry, adopting such methods as combination of a qualitative analysis with quantitative analysis, combination of theoretical analysis with the investigation and combination of case analysis with systematic study, following the principles of from theory to practice and from general to specific. Based on existing theories on ecological environment the dissertation discusses the development issues of the ecological environment industry in depth with the integration of industry economics, ecological economics and environmental economics and other related disciplines. The research on the ecological environment industry further enriches the theory of industrial economics, ecological economics, the environmental economics and the theoretical study of sustainable development, provides theoretical interpretation for the development of ecological environment industry it. In practice the research is good for the implementation of the scientific concept of development, will promote common development of eco-efficiency, economic and social benefits, and enhance harmony between man and nature.The dissertation mainly includes four aspects: The first is the research on connotations, characteristics and types of ecological environment industry. The dissertation analyzes connotations of the ecological environment industry, factors that influence industry characteristics, the essential characteristics of ecological environment industry, industries themselves, industrial pattern and the types. The second is the research on demands and constraints of developing eco-environmental industry in China. The dissertation makes a deep research on the formation and development of the industrial structure, the relationship between changes in the industrial structure and economic growth, the general law and model of the industrial structure evolution, discusses the ecological environment industrial demand from such aspects as environmental damage, policies of economic environment, public awareness of environmental consumption, the international industrial transference and national economic restructuring, analyzes constraints of eco-environmental industry development from the resources and the environment, science and technology, industrial base and management mechanism. The third is the research on theoretical innovation, mode selection, evaluation methods and their support system of the ecological environment industry. The dissertation makes a deep research on theoretical innovation in the light of appropriate input and material cycle and the agriculture industrialization of environment industry system. Especially, the author constructs the ecological environment industry theoretical models from the perspective of agricultural ecological industries to explore the ecological environment industries mode selection. The author proposes that enterprises should be encouraged to invest in pollution control and export industrial products, promote the development of the industry environment by increasing the financial industry expenditures, the investment and financing preferential tax policies. Finally, the author makes a positive study of ecological environment industry development in Wuqi-a national model county in the convert-cultivated-land-into-forests campaign.The conclusions of the dissertation are as follows: First, the main factors constraining the industrial structure include economic development, the supply, demand factors, technical factors, institutional factors, social factors, international trade and international investment. Only by developing eco-environment industries, and constructing a conservation-oriented industrial and consumption structure, can we completely solve the conflict among the economic development, resource constraints and environmental protection. Second, ecological agriculture industry is an important part and the trend of the ecological environment industrial development, and is also a complex project. Eco-agricultural industries are facing severe resources and environment challenges in China. The bottleneck of the industrial development is the lack of a firm foundation in science and technology. Regional and cultural diversities have also formed a number of obstacles to industrialization, internationalization and socialization of eco-agricultural industrialization. Third, the theoretical model of regional eco-environment industries include farm products base model, natural resources conservation model, environmental protection model, energy-industry model and grassland farming industry model. Forth, only through the development of government-led, business-oriented, and eco-agriculture-led industrialization of the ecological environment, can we construct a large number of national environmental industry park, provincial and municipal level environmental industry park, develop a large number of clean food producing and processing industries with regional characteristics, and green industries, ecological agriculture information industry, ecotourism tourism industry and waste recycling industries. Finally, the positive study of ecological environment industry in Wuqi county shows that technological advances, particularly three main factors such as environmental protection, labor inputs and fertilizer inputs affect the development of ecological agriculture in the county ,and their contribution are respectively 0.816, 0.114 0.108. Convert-cultivated-land-into-forests policy in Wuqi has not only created eco-efficiency but also improved the producing elasticity of farmland (from 1.204 to 12.746), and achieved industrialization of ecological environment, ecologicalization of industry construction and extension of the production chain, and promoted harmonious development of man and nature.The innovations of the dissertation are as follows: First, the dissertation makes the claim that the essential characteristics of the ecological environment industry have revealed the fundamental difference between the ecological environment industry and other sectors of the economy, that operating characteristics of ecological environment industry have revealed the special relationship between operational bodies, that development characteristics of the ecological environment industry have revealed the industry growth conditions and the law of industrial structure change and driving factors of industrial progress. The dissertation explores the issue of resource allocation from the perspective of inter-industry competition as well as the impact of the development of the industry on the national economy. Second, the dissertation makes the claim that economic development policies and environmental protection policies have exerted serious impact on the development of ecological environment industry. Only by building a conservation-oriented industrial and consumption structure, can we solve the conflict among economic development, resource constraints and protection. Third, the dissertation makes the claim that ecological agriculture industry has been an important part and trend of the development of the ecological environment industry. Management mechanisms of green agricultural product market, organization forms of ecological agriculture and operation mode of ecological agriculture have hampered the development of the ecological environment industry. Especially, in rural areas, land management system has important constraints on ecological agriculture industry. Although the appropriate scale operation plays an important role in the development of ecological agriculture, the growing contradiction between single farmer and the big market influences the development of ecological environment industrialization and the prosperity of rural economy. Fourth, the author proposes establishing a comprehensive development model of ecological environment, enterprise and industry. The author holds that achieving the common development of eco-efficiency, economic and social benefits is the goal of the ecological environment industry construction. Finally, the dissertation makes the claim that the development of the ecological environment needs the government to provide a good system environment and operational mechanism, to adjust the market structure, to standardize market behavior, to improve market performance, to improve structure, action and performance of the ecological environment industrial organization, and to promote the integration of the ecological environment industries.
