Research On Endogenous Innovation Behavior Of Regional Innovation System

At present, with the development of economic globalization, nations are generally facing the challenges of the era of knowledge economy. Inter-country competition of comprehensive national strength has evolved into a competition of national innovation system. Technology innovation is increasingly becoming the engine of growth. Therefore, the establishment of a national innovation system and taking an innovation path of development has become a common choice for many countries in the world. In the new period, the CPC Central Committee puts forward the nation's endogenous innovation proposition, giving emphasis to placing endogenous innovation on the strategic height that relates to healthy economic and social development, national competitiveness improvement and national security insurance. For a large country like China, it is difficult to achieve extensive endogenous innovation relying solely on the national level. We must vigorously promote the regional endogenous innovation and the formation of regional capability of endogenous innovation, so as to enhance the country's endogenous innovation capability.The current research on endogenous innovation behavior is mainly at the enterprise level, the regional level of endogenous innovation behavior, especially the specific types of endogenous innovation behavior at the regional level lacks enough theoretical research, and empirical research on performance of endogenous innovation behavior at regional level rarely considers the correlation between the subsystems of the region. Regional innovation system is the institutional framework and social networks comprising all the integrated innovation elements in the region, as well as the institutional arrangement to enhance regional endogenous innovation capacity. The thesis chooses endogenous innovation behavior of regional innovation system as the object of the study. It is helpful to deeply understand the internal discipline of endogenous innovation of regional innovation system through the theoretical study on endogenous innovation behavior from three lays (individual, group, whole system) of regional innovation system and the empirical study on endogenous innovation performance of technological subsystem and economic subsystem as well as the whole system. Specifically, the main works of the thesis are the following:Firstly, the current domestic understanding of content for the endogenous innovation is summarized and divided into 2 categories: the one that emphasizes the independence of the innovation, the other that emphasizes the self-determination of innovation. A comparison between the content of endogenous innovation and other foreign related concepts is made. Research results of endogenous innovation and regional innovation system at home and abroad is summarized. The theoretical base of this study is discussed from four aspects, namely innovation theory, national innovation system, regional innovation system and regional endogenous innovation.Secondly, the main members that constitute regional innovation system are studied, including enterprises, universities and scientific research institutions, S&T intermediary service institutions and governments, and then their characteristics of endogenous innovative behavior are studied from several aspects, such as motivation of action, responsibilities and mission, function orientation and behavior performance. The conclusion show that enterprises are main members of technology innovation, universities and scientific research institutions are main members of knowledge innovation, governments are main members of institutional innovation, and S&T intermediary service institutions are main members of service innovation.Thirdly, the content of integrated innovation is analyzed. Based on Evolutionary Game Theory, the cooperative mechanism of integrated innovation of regional innovation system is studied from the cooperative mechanism of integrated innovation among enterprises and between universities and enterprises in regional innovation system. From the perspective of entrepreneurial opportunities, taking the process of integrated innovative behavior of regional innovation system as the process of entrepreneurs in regional innovation system from discovering the entrepreneurial opportunities to developing the entrepreneurial opportunities, how the entrepreneurs utilize the network structure of regional innovation system to discover the entrepreneurial opportunities and develop the entrepreneurial opportunities, and achieve the integrated innovation of regional innovation system is analyzed.Fourthly, the content of technological import-digestion-reinnovation as well as the impact factors of enterprises' technological import and digestion-reinnovation after technological import in regional innovation system is analyzed. Using Evolutionary Game Theory, the evolutionary process of decision-making about enterprises import foreign advanced technologies as well as digest and absorb them after importing is studied, respectively. A model of technological import-digestion-reinnovation of regional innovation system based on the cooperation between government, industry, academia, research institution is proposed, and the role of government, industry, university and research institutions they should play in import-digestion-reinnovation of regional innovation system is analyzed.Finally, the process of endogenous innovation behavior of regional innovation system is analyzed, and divided into technological sub-process and economic sub-process. Taking 30 provinces, autonomous regions, and municipalities of Mainland China as an example, the performance of technological subsystem and economic subsystem of Chinese regional innovation system is studied, using DEA method. Based on the further consideration of the relevance of the two subsystems, a DEA model for evaluating the performance of endogenous innovative behavior for regional innovation system is structured, and an empirical study is done by this model.Both from the theoretical and practical perspectives, the integrated innovation behavior and technological import-digestion-reinnovation behavior, as well as the endogenous innovation performance of regional innovation system are studied. The major contributions of this thesis are briefly summarized as follows: Firstly, the decision-making issues about enterprises' technology import as well as digestion and absorption after technology import, and the cooperative mechanism of integrated innovation among enterprises and between universities and enterprises in regional innovation system based on Evolutionary Game Theory are studied, which clearly demonstrates the dynamic evolutionary process of game players' strategies choice. Secondly, the process of integrated innovation behavior of regional innovation system based on network structure from the perspective of entrepreneurial opportunities is studied, which takes the process of integrated innovative behavior of regional innovation system as the process of entrepreneurs in regional innovation system from discovering the entrepreneurial opportunities to developing the entrepreneurial opportunities. Lastly, based on the consideration of the relevance of the two subsystems of regional innovation system, a DEA model for evaluating the performance of endogenous innovative behavior for regional innovation system is structured, and endogenous innovation performance of Chinese regional innovation systems is empirically studied.
