Research On Regional Innovation Performance Evaluation Based On Factor Analysis And Data Envelopment Analysis

China is in an important period of economic and social transformation, the economic structure is constantly adjusted, social reform is constantly deepening. This year is the tenth year of the implementation of rising strategy of central China, after ten years of development in the central region has become an important engine to support China's economic and social development. But there are also regional economic development level is not balanced,innovation system is not perfect, innovation performance significantly and many other issues.Therefore, it is very necessary to form a regional innovation system, which is mainly composed of government participation, market regulation and internal cooperation as the main form of regional innovation system.The definition to the related concepts and theories on the basis, through the domestic and foreign regional innovation performance evaluation summary and screening, and ultimately selected research and development institutions practitioners, R&Dexpenditures, R&Dfunds accounted for the proportion of GDP, R&D staff full time equivalent as input indicators. Meanwhile, the number of scientific papers, the main business income of high-tech industry, the number of patent applications and the number of new product development projects as output indicators, to build a comprehensive performance evaluation index system.The statistical data of China Statistical Yearbooks and China Statistical Yearbook of science and technology, using a combination of factor analysis and DEA evaluation method of31 regions in China regional innovation performance evaluation, focusing on the six provinces of central China regional innovation performance comparative analysis.Study shows that Factor analysis of the ranking and DEA ranking basically consistent. In the six provinces of central China, DEA is invalid. From inside of the six provinces, Anhui total efficiency value is 0.879, the highest for the six central provinces, Hubei is 0.688, is the lowest.From the scale efficiency perspective, Henan province is in the stage of scale return,Hubei province is in the stage of diminishing returns to scale, Anhui, Hunan, Jiangxi and Shanxi are in the stage of increasing returns to scale.Therefore, the paper puts forward policy from 5 aspects, in order to promote the improvement of the level of regional innovation performance, and promote the further development of the region.
