The research is from our country's political and economic reform and the need of the development of the theory and practice, and based on the forest resources circulation theories and practice at home and abroad, taken the modern economic and the system theories as backgrounds. The research analyzes the formation of the forest resources circulation background of our country and diagnoses the present situation of the forest resources circulation comprehensively in our country. Meanwhile, the paper is based on the forest resources circulation analysis, and analyzes the market mechanism and macro control mechanism of our country's forest resources circulation. In view of the problems of our country's forest resources circulation, the article proposes the improving way of it and the corresponding forest resources system construction and measures. The research is composed of 9 chapters.The first chapter explains the background of this study, the significance, ideas, the framework of the paper, the methods and the possible innovation. The second chapter introduces the main forefront theory of the forest resources circulation, including the system of economic theory, theory of property rights, land renting theory, the scale of operation theory, which provides the necessary theories and methodology. Chapter 3 is based on the typical case and investigation and study materials. It inspects and analyzes the background and the current status of Chinese forest resources circulation, which is the focus part of the paper. It includes five parts. Chapter 4 analyzes the weak marketing of circulation of forest resources from the positive and negative aspects, and pointed out the consequences of the weak marketing of circulation of forest resources.Chapter 5 analyzes the reasons of the weak marketing of circulation of forest resources, including two levels. Chapter 6 is in the context of property rights theory, given the forest resources system of property rights framework.Chapter 7 is based on the market theory, analyzes the marketing circulation of forest resources of the target model and operational mechanism. Think that the target model of circulation of forest resources includes the transfer of the market system and the development direction of the market circulation. In chapter 8, it makes a systematic research and analysis on the economic control measures of the market circulation of the forest resources.And identify that the market allocation should match the government regulation .it also point out the government should play a regulatory role in market allocation of forest resources limitation. Chapter 9 is based on the previous research and analysis, summarize some basic conclusions on this research, and present some issues that need further study.
