The Study On China's Circulation System Of Agricultural Commodities

With the agricultural patterns changed, the production of agricultural commodities suffered the situation of relative surplus in the socialist market economy. It became more and more difficulty for the peasants to sell their grain. The farmers could not exchange the corresponding incomes with their good harvest, furthermore, their incomes growth even decreased year by year. The peasants thought the current situation was caused by structural contradictions production of agricultural commodities. It was urgent to adjust the industrial structure of agriculture in rural areas. The relevant authority should focus on solving the task. From the long-term perspective, the new industrial structure contradictions might appear, even if the existing industrial structure had been adjusted by the government. The food hard selling problem for the peasants was mainly caused the problems happened in the circulation of agricultural commodities. The behindhand circulation system of agricultural commodities, organizations, and market constructions were unsynchronized with the development of China's socialist market economy. In the socialist market economy with Chinese characteristics, the sound circulation of agricultural commodities could guide the peasants to arrange their production under market arrangements. Without the correct guidance, the farmers would adjust the agricultural structure passively, blindly, sometimes with a lag.During the "Twelfth Five-Year Plan", one of the most important measures to stabilize prices is to perfect the circulation systems. Circulation is a macroscopic national economy issue which cannot be ignored. As China's socialist market economy establishing and perfecting, the optimal adjustment of economic structure and the circulation industry plays the more and more important role in the national economy and people's lives. Circulation of agricultural commodities is the weakest link in the entire circulation. The unsatisfied circulation may cause the price rising, and the redundant circulation links will cause the waste of the agricultural commodities.In view of this, the author studied on the circulation of agricultural commodities. Firstly, through sorting out the evolution of circulation system of agricultural commodities, the author found the following problems: the traditional agriculture takes little count of the circulation links; the macro-control system is imperfect; the main subject of market inadequately develops; the infrastructure of market lagged behind; agricultural information services were weak; etc. Limited to the level of research the author, this article focuses on two aspects of the circulation system of agricultural commodities– the circulation organization and the construction of market system. On the perspective of the circulation of agricultural commodities, the author drew on the foreign experience in the developing the circulation of agricultural commodities and combined with the problems of circulation organizations to give the reform program. On the perspective of the construction of market system about agricultural commodities, the author proposed the establishment of a unified national market system and the corresponding reforms according to current China's market situation and problems.In sum, to improve the circulation system of agricultural commodities has the practical significance. The perfect circulation not only can help improve the quality of agricultural commodities, increase the added value, improve the overall economic efficiency of agriculture and increase peasants'incomes, but also boost the economic development in rural area and promote the construction of new socialist countryside.
