On Exploitation Of Natural Resources In Russian Far-east Region And Sino-Russia Cooperation On Resources

This paper mainly focuses on the exploitation of the natural resources in Russian Far-east Region and Sino-Russia cooperation on resources. For its more practical and technological meanings this subject is chosen. Firstly, as China and Russia are each other's largest neighbouring countries, the cooperation on resources meets the demands of the two countries'general development strategy. China's"Plan of Revitalizing Northeast China"and Russia's"Special plan for the development of economy and society in the Far-east and Transbaikal Region before 2013"provides precious opportunity for strengthening resources cooperation between China and Russia. Secondly, it's helpful for the sustainable utilization of natural resources in Far-east Region for China to participate in the development of natural resources in this Region. By its advantage on natural resources and with scientific and reasonable plan and securities, the Far-east Region could participate in the internationally economic cooperation, which can realize the harmony of economy development and sustainable and effective utilization of resources. Thirdly, if China participate in the development of natural resources, it's useful to reduce the pressure of large demand on energy for China's economy development. As the second largest consumer of mineral products, for the present and a longer period in the future, to exploit energy outside China would have always been an important way to resolve the problem of energy scarcity. Fourthly, it could push forward the development of the theories about exploitation of natural resources and international cooperation. By thorough inspection and thoughts of the exploitation of natural resources and resources cooperation between China and Russia, the paper summarizes the rules of economic activities, hoping it could complement and push forward development of the theories about sustainable utilization and management of natural resources and about international cooperation on natural resources.The frames of this thesis: the introduction and chapter 1 are the background information. Chapter 2, 3, 4, 5 and 6 are the main focuses of the research.The introduction defines natural resources, the sustainable utilization of natural resources and international cooperation on resources, and introduces the frames of this thesis, research methods and theory innovation.Chapter 1 introduces and reviews the theories about sustainable utilization and management of natural resources, as well as the theory about international cooperation on resources.Chapter 2 analyzes the status quo of natural resources and its exploitation in the Far-east Region, and the policy environments for the exploitation. This chapter introduces the storage of energy resources (oil, natural gas, coal), mine resources such as nonferrous metals, forests resourcese and other resources (water resources, fishery and soil resources) in the Far-east Region with full and accurate data, and illustrates the distributing and status of exploitation of the natural resources.Chapter 3 points out some negative factors in the exploitation of natural resources, such as: the federal government investment is not sufficient; there is lack of labor forces and the exploitation of natural resources is limited; industry structure is unitary and the market is divided into too many pieces; the ability of technology developing and the comprehensive usage is quite low; there is lack of comprehensive strategy plan and reasonable and effective local policies, and so on. This chapter also illustrates the influence on the development of natural resources in the Far-east Region brought by the economic transition and finds out the factors that blocked the development of oil and gas resources, mines, forests, fishery, agriculture, and so on.Chapter 4 tries to explore the future trend for the exploitation of natural resources in the Far-east Region by comparative research of typical mode of exploitation of natural resources both in the Far-east Region and in international area(the west of the USA, Patagonia of Argentina), and points out that future exploitation of natural resources in the Far-east region needs cooperation with China.Chapter 5 discusses the future of the cooperative development of the natural resources in the Far-east Region between China and Russia, analyzes its tendency, and demonstrates objectivity and feasibility of the cooperation. Further more, on basis of the analysis of the former cooperation, it points out the restrictions for China to participate in cooperative development of natural resources in the Far-east Region and the key areas in resources cooperation.Chapter 6 comes up with some realistic measures. It discusses the general thoughts and chief strategy of China's participation in developing natural resources in the Far-east Region, and the specific measures for China to exploit all the resources in the Far-east Region.
