The Internet Governance is a complex society issue when Internet is widely used. The Government,Third Department,Public should make contribution together on the Internet Governance, The Internet Governance Information is the basic of Internet Governance participants' decision-making. The development of Internet provides a wide stage for Internet Governance. The precondition of Internet Governance is the Internet Governance Information should be partaken of during Internet Governance participants. Based on Internet Governance Information as a research object, this paper makes the use of game theory to Internet Governance in the information sharing between the participants.The theory and practice of sharing information and Internet governance are reviewed, A conceptual framework for Internet information management is proposed, and in accordance with the different participants, it makes a system research on impact factors,solution,incentive mechanism and issues such as theoretical model from the micro, meso and macro perspectives. From micro perspective, Inter-departmental information sharing in government is mainly researched, it makes the analysis from the constraints, incentive mechanisms and appraisal standards and so on; From meso perspective, it studies on the Internet governance problem during the Government, industry associations, enterprises and the public Internet governance between information sharing issues, analyses from the role of information sharing, constraints and measures to crack, and the establishment of information-sharing platform mechanism, and several other aspects; From macro perspective, the inter-governmental information sharing issue is the major topic, it starts from global public goods theory and the governance theory, makes an introduction of the existing practice management of information sharing, analyses on the different paths of internet governance information in different countries sharing using cooperative game theory. The conclusions are as following: The information on the internet governance outlined, the main conclusions are as follows:1. Proposed the concept of internet information management system, pointing out that the Internet governance information has the close relationship with the specific content of Internet; And Internet is shared by different participants, For different participants, they have different information superiorities.2. Internet governance information is public information, public information can be divided into pure and quasi-public information, quasi-public information can also be divided into weak competition and strong competition information. Internet governance information can be shared in different ways. The pure public information is made and provided by the public, and offers a free sharing. The Weak competition information is from hybrid production, providing with a certain percentage charge for the sharing of costs. The Strong competition information is produced by private and provided by market, using the market pricing sharing payment methods.3. The sharing value of Internet governance information is related positively with the participant's number of decision-making, the uncertain variable of the environment the participants face, the decision-making action among participants. The more Internet governance participants involved in, the greater of the value of governance information sharing; the more uncertainty of environment variables Participants face, the greater of the value of governance information sharing; the higher relevance during participants in the decision-making action, the greater of the value of governance information sharing.Sharing the Internet governance information at the micro level, Itmeans that the inter-departmental information sharing problems.The main conclusion of the study are as follows:1. The main constraints of Internet governance information among Government departments are information-sharing platform and unified data standards, utilitarianism and departmental interests, department's responsibilities, legal factors, information costs and compensation standards and several other factors. Correspondingly the support elements of information sharing between government departments are divided into the soft and hard aspects, The hard support is the reunification of main platform for information sharing and data standards. Soft support includes department's responsibilities, improving the relevant legislation, getting rid of utilitarianism and departmental interests, a confirmed method of cost and compensation standard, and so on.2. The key point is the marginal substitution rate of different activities cost when the central government is on the process of information-sharing incentives. In the early information-sharing, the efforts of both cost are alternative, the central government departments should enhance information-sharing efforts of the observation capacity coming up with more detailed information sharing implementation of the program, and introduce more operational information sharing assessment system to encourage information-sharing efforts, speed up the information-sharing process without affecting departments daily working. In mature time of information sharing, two efforts are complementary. The central government may gradually increase the incentive factor of information-sharing activities. Through that, the information sharing mechanism can be promoted; it can also improve the normal management activities of the department, and enhance the efficiency, to achieve a benign interaction between each other. The difficulty of the central government in the early information-sharing incentive is how to improve the observation capability of information-sharing.3. The sharing governance information of government for can be divided into operational information and knowledge-based information, different information has different characteristics, different assessment methods should be used on different information. The assessment of operational information sharing should be premised on clear departmental responsibilities, based on the administrative functions, the department has clear responsibilities, assessment indicators can be quantified. The assessment of knowledge-based information sharing should be information-oriented, based on customer demand; the needs of users in the process of information sharing should be the main criteria.In terms of meso-perspective of information sharing, betweenparticipants, the conclusions are as followed:1. speaking of internet governance, from the government's point, information sharing helps to improve public policy level; from the industry association's point, it enhances association's major position in the process of internet governance; from the public's point, it promotes the dissemination of governance information, fortifies channels for the public, which makes it more convenient to access the required information and increase the public's awareness for participation.2. When it comes to information sharing between two different major participants, the "prisoners' dilemma" occurs. In order to eliminate this problem, it is helpful to realize the balance between technical infrastructures and technology penetration level. Improvement of information sharing entails the perfection of government information publication mechanism, intensification of the long-term cooperation of participants, highly penetration of information technology, the required subsidy from the government, as well as the construction of information sharing platform.3. The maximized value for the participants of the information sharing platform increases with the connection coefficient of platform, while the converted sharing cost decreases with the coefficient. More attention should be paid during the construction of information sharing platform: guiding the construction of information sharing platform according to government task; establishing different function manner contingent on different government task; sticking to the principle of government dominance and layout from the top; prioritizing the connection rate; clarifying the relationship between connection rate and input for information sharing.About the macro perspective of information sharing, between governments, the conclusions are as followed:1. Internet governance information can be categorized as global public good, and countries pay more attention to the information sharing as the national internet penetration increases; higher penetration means more internet users. Though there are a lot of issues still under discussion, the need of global sharing of internet governance information is agreed by all, and every country and international organization is making efforts to be part of it,2. In the information sharing alliance constituted by countries, the level of efforts-making and welfare-receiving by each country is better than the situation without cooperation. Under full cooperation, a country makes more efforts than without cooperation; so is the welfare it acquires.3. A stable information sharing alliance is determined by parameters given by model. The setup of parameters decides the inherent orderliness of the scale and development of sharing alliance. The premise to guarantee the existence of the information sharing cooperation is the number of participant countries. This paper proves the entailed requirement is the international penetration of internet, and considerable countries that pay attention to this issue. Also it is unrealistic for every country to join one huge alliance or protocol.4. In the early stage of sharing alliance, the actual number of participants is smaller than the equilibrium number, participants' profit is a decreasing function of participants number, therefore the incentives for more countries to join the platform is limited, which means the profit is considerable for existing members. When the alliance grows to some certain level, the number of participants will surpass the equilibrium number; participants' profit is becoming a decreasing function of participant's number, so existing members have more incentive to attract more new members. But at the same time, the profit of hitchhiking and reluctance of joining is increasing, which makes some members considering quitting the alliance. The co-influence maintains the equilibrium status.
