Small and medium-sized enterprises in our country play important roles in domestic economy. However, their difficulties in capital circulation as a cosmopolitan problem have not been overcome and therefore aroused widespread concern of all scholars in the world. For commercial banks, implementation of organic balance of costs, risks and returns of financial service for small and medium-sized enterprises will promote the sustainable and stable development of their business.In view of the importance and urgency of capital circulation of small and medium-sized enterprises, the dissertation, proceeding from management and operation of commercial banks, has deeply discussed methods in developing financial service for small and medium-sized enterprises, especially in establishing relevant internal mechanisms for commercial banks.Starting from credit rationing theories firstly and based on general analysis and evaluation of these theories of domestic and foreign scholars, the dissertation has established analysis and evaluation systems of credit rationing and analyzed systematically credit rationing models, games of banks and enterprises, efficiency loss and so on, which aim to find out main reasons of credit restriction for small and medium-sized enterprises and to take correct actions to solve the problem.The dissertation has given a brief introduction of basic circumstances of financial service for small and medium-sized enterprises developed by famous multinational banks in the mainland, analyzed their primary business strategies, operation and product strategies, risk management procedures and approval measures, client development and marketing modes, and used these results as references for state-owned commercial banks to develop financial service for small and medium-sized enterprises.Therefore, on the basis of relevant theories, regression analysis of selected related data from small and medium-sized enterprises has been made in this dissertation and a conclusion has been made that main factors influencing credit rationing of small and medium-sized enterprises are close degree of bank-enterprise relation, main financial index restriction of enterprises, enterprise trust evaluation and auditing procedures inside banks and enterprise environment and business development capabilities, which lay the foundations in theories and practices for these banks to design business systems of financial service for small and medium-sized enterprises with a clear aim.The dissertation has innovatively used theories of all-round cost management of commercial banks for references, compared and analyzed comprehensive financial contribution of small and medium-sized clients and large-sized clients, made primary strategies of financial service development of small and medium-sized enterprises for commercial banks and diminished the bewilderment of "to do or not to do" of commercial banks, which provide a logical basis for the whole dissertation.For commercial banks, five aspects are critical to financial service for small and medium-sized enterprises. The first is to solve the problem of bank-enterprise relations, namely, clear systems. The dissertation has firstly used basic analytical methods of bank-enterprise symbiosis as references and suggested that a market-oriental sponsor bank system, a kind of bank-enterprise relation mode of commercial banks and small and medium-sized enterprises, should be established in our country. Subsequently, the dissertation has also deeply discussed how to develop financial service for small and medium-sized enterprises for commercial banks at four aspects of permission strategy, risk-return balance stategy, innovation strategy, organization construction and inspiration strategy, made client permission strategy clear at three aspects of regions, industries and individuals, put forward basic methods in grading trust of small and medium-sized clients for commercial banks currently, discussed main points and modes of loan pricing, designed primary frame of innovation strategy of commercial banks, induced central contents of innovation service for small and medium-sized enterprises, given organization construction modes of small and medium-sized enterprise monopoly and advices concerning inspiration strategy in developing financial service for small and medium-sized enterprises for commercial banks currently and in the future.
