Analysis on the telecommunication network cost as an entrance for the regulation theory research by most economists and regulators have made great achievements. Many telecommunication regulation policies such as interconnection, universal access, pricing are decided with the help of the facilities based on the cost evaluation of PSTN and mobile networks. Most developed countries have established their own telecommunication network cost models. With the fast diffuseness of Internet all over the world and fast development of IP network technologies, traditional telecommunication regulation policies are challenged by IP network and IP services which substitute the traditional services. The cost model for traditional telecommunication network can not be adapted to IP network which is using packet switching technologies. It's meaningful to establish IP network cost model which will provide an efficient facilities for the national telecommunication regulation theory research within the transformation periods.The cost proxy model has become a general recognized method recently in the westen countries. Which is an engineering method with characteristics of openness and fairness as it is based on the typical network designing and optimization. And this method avoids depending on the historical accounting data from the operators. So it has become a new demonstration and simulating facility for the research on the regulation of telecommunications. This dissertation establishes completely IP network cost proxy models, and obtains the representative IP network cost functions which can be adapted to the situations of our country, and it will be a powerful facility to the telecommunication regulation theory.The innovated achievements of this dissertation are sum up following:The IP network cost proxy model is established according to the IP network structure and network element parameter system which derived from the characteristics of IP network technology and equipments firstly in China, and it provides an efficient facility for telecommunication regulation policy research.As China has a vast territory with complex landform and huge population, series scene variables like ratio of city area to suburb area, population density, geography diathesis, ratio of city density to suburb density etc.,which have impacts on network optimization structure, are designed to reflect the reality. The form of IP network cost function is the Cobb-Douglas production function,and the influences of network technology advanced coefficient and scene variables to cost are relatively separable,which enhances the usibility of the cost proxy model.This dissertation presents the framework of business cost calculation basing on the cost proxy model. The result of broadband acess service cost emulation and calculation in a reality city shows the feasibility of the cost proxy model.The dissertation includes eight parts:The first introduces the back ground, the purpose of this paper and the research status at present.Chapter 2 gives a description of the research approach and frame of IP network cost proxy model.In third part, the element cost model is established according to the analysis of IP network architecture and equipments.Scene variables for emulation are designed in following chapter. And optimization methods, emulation flow are also presented in the part.Representative IP network cost functions are calculated according to results of emulation in the fifth part.The sixth chapter introduces application results of cost model. Broadband access service cost and IP phone service cost are calculated in reality scene to show the validity of cost model.The last part make a summary of the dissertation.
