With the rapid development since 1990s, the telecommunications industry has been in the forefront of regulation on network industries, the theory about regulation and competition of telecommunications industry has became one of the most attractive topics in modern economics, and the research on telecommunications cost is always the core issue of regulation. However, the calculation on cost is a difficult work because of the complexity of telecommunications cost structure, the rapid development of telecommunications technology and other factors.To offset the information gap between regulators and operators, an effective tool is needed to estimate the telecommunications cost and cost function. There are two methods for this purpose:the accounting methods which rely on the history data, it plays a very limited performance because of the quick change on technology, structure of telecommunications industry. The other is the cost proxy model which offset the lack mentioned above, and become an effective tool for the research of telecommunications cost.This thesis focus on the IP network's cost proxy model, compared with the former research, this study expand the model's applicability for long distance IP network by enrich the network elements, scene variables, and the model structure. The simulation also fixes some details in order to according with the actual network. Finally, this paper present a whole cost proxy model which include both MAN and long distance, network, and deduce the IP network's cost function by simulation and experiment.According to the analysis on cost function, it indicates the cost of MAN is positively correlated with area, user density, network flow and geographical factors, is negatively correlated with the ratio of urban area to rural area; the cost of long distance network is positively correlated with area, user density and the proportion of outlet flow in all.
