Virtual enterprise (VE) has strong adaptation to the market, and has the advantages to provide product and service with high efficiency, low cost and high grade, becoming an efficient path to realize rapid expansion in the era of knowledge economy. VE is extending gradually from the traditional manufacturing industries to the technology development domains. Presently, Chinese enterprise's innovation ability is not very strong, which is insufficient to enterprise's continual growth, hence, the united innovation through cooperation is becoming one new choice.In order to support the enterprise carry out cross-organizational cooperative innovation, and to expand cooperative innovation's scale and level, the regional government and enterprises should pay more attentions to the construction of innovation platform. The enterprise, university, research and development facility, government, and social service system should set up innovation platform based on virtual enterprise, which is virtual enterprise innovation platform (VEIP), regardless to enterprise innovation ability enhancement, independent innovation development, and regional and national innovation ability enhancement has practical significance.Carrying on the union of VE thought and innovation platform thought has theoretical and reality demands. The dissertation implements systematic research on the concept, operation, and supportive system and risk issues of VEIP, the research can provide positive model to the enterprise and the government decision-making.Chapter 1 introduces the research background and significance, carries on the review to the domestic and foreign researches, and draws up the analysis framework, research mentality and method.Chapter 2 presents the theory foundation of VEIP. The chapter carries on the elaboration of virtual enterprise theory, technological innovation theory, core competence theory, and the synergy effect theory.Chapter 3 proposes VEIP and the construction. The chapter puts forward the VEIP concept; constructs the basic structure model and synergy structure model of VEIP; analyzes the complexity of VEIP; proposes construction's goal, principles and process of VEIP, and elaborates the key point of current work.Chapter 4 reveals the VEIP operation. The chapter analyzes the essential features of VEIP operation; analyzes VEIP competition and cooperation based on the ecology theory; establishes resource sharing decision model; analyzes the organizational framework and management pattern of VEIP, and proposes the comprehensive model of VEIP operation; analyzes the knowledge management of VEIP.Chapter 5 analyzes the safeguarding and supportive system of VEIP. The chapter constructs the fundamental model of VEIP operational mechanism; analyzes coordination mechanism and the coordination model of VEIP; elaborates the supportive platform and the constitution; elaborates the supportive environment system of VEIP construction.Chapter 6 presents the risk prevention and control of VEIP operation. The chapter analyzes the risk factor of VEIP; establishes the risk assessment system and the early warning system; analyzes the risk conduction and the guard strategy of VEIP.Chapter 7 is the empirical study of VEIP. Analyzes the constitution and the function of VEIP leading by government and enterprise; elaborates the basic principles and contents of Wuhan's VEIP leading by the government; proposes that Wuhan should take the industry with advantages as the leadership, taking the electro-optical industry innovation platform as the example, elaborates the mentality to construct VEIP in Wuhan through industry alliance.Chapter 8 is the research conclusions and prospects of the dissertation.The main innovation points includes: Puts forward the VEIP concept; Constructs the different participant's competition and cooperation model of VEIP based on the ecology theory; formulates the subsystem coordination model of VEIP operation; constructs the three dimensional system of VEIP risk early warning.
