Since the concept of Virtual Organization was proposed, it has been widely recognized by the industry, especially used by the cooperation development between enterprises. As people didn’t pay enough attention to the inner established Virtual Organization, this paper pop up the concept of Virtual Operation Center which is established within a group of organizations. Virtual Operation Center which combines and makes full use of the operation force which is divided into parts in the group of organizations can distribute work orders, mobilize idle operation force, play the characteristics of network information and quickly solve the problem based on the IT management system.This paper discusses the theory of Virtual Organization, and points out the difference between virtual enterprise and Virtual Organization. Meanwhile, this paper figures out the concept of single agent Virtual Organization which was ignored in the past time. Based on this concept, the author puts forward the concept of Virtual Operation Center, and makes a demonstration of the necessity and feasibility of Virtual Operation Center. Based on Zhejiang Electric Power Corporation, the author designs the organization of Virtual Operation Center, put forward "two plus three layers" structure. This paper believes that Virtual Operation Center which is based on theories such as transaction cost, industrial organization, division of abor and resources, learning type enterprise also has the characteristics of those theories. This paper analyzes the trust mechanism, incentive mechanism, coordination mechanism, culture mechanism which are used in virtual operation center and believes that the key of virtual operation center’s success is how to make better of the knowledge transfer within the internal organization, make a great progress and achieve organizational performance improvement. This paper discusses the theory of knowledge transfer in detail, analyzes the influence factors of it, designs trust mechanism and incentive mechanism of the virtual operation center based game theory and complex network theory. This paper also studies the performance management of Virtual Operation Center and figures out that the main difference between Virtual Operation Center and the others is Virtual Operation Center cannot rely on the hierarchical system of the command type management, but friendly consultations at all levels of personnel of each layer. Therefore, without the traditional four factors, the balanced scorecard designing especially introduces the coordinate system to formed the whole evaluation system, uses the analytic hierarchy process (AHP) to make a quantitative analysis on the organization and individual performance, finds out the weakness in the operation of virtual organization setup, takes specific measures to improvement and promotes the comprehensive performance of the virtual organization.This paper is analyzed and discussed Single agent Virtual Organization systematically for the first time and hopes this concept with Single agent Virtual Organization can make some reasonable and effective improvement of strict bureaucracy organization structure in some group organization to adapt to the changes of the external market.
