Research On The Government Management System Of Urban Housing Development

Since the reform and opening up, China has made great achievements in Urban Housing Development(UHD). In recent years, some problems in Urban Housing Development have happened, such as the unsteady growth of investment in UHD, Unreasonable structure of UHD, high house prices and low house performances, etc.. And government mismanagement is one of the important reasons that result in so many problems in Urban Housing Development. This dissertation, through applying system theory, government management theory and the method of analyzing cases, tries to make researches on the UHDGM (Urban Housing Development Government Management) problems, holistic objects, holistic model, direct intervention subsystem, indirect intervention subsystem, the purpose of which is to restrict behavior of government and implement sustainable development of urban housing development.The present conditions and the problems of UHDGM. According to related theories of UHD and system theory, together with questionnaire survey, the dissertation analyzes the problems of the urban planning, land supply, industry management, management of tax and fee collection, financial control, and information disclosure. As for the causes of the problems of UHDGM, the dissertation discusses from three levels: lack of holistic objects; subsystem imperfect; shortcomings of various means.The research on holistic objects and holistic model of UHDGM. According to sustainable development requirements of government management, holistic objects and guiding principles of system are studied by using the method of systematic analysis, and holistic model of UHDGM is constructed. The holistic concept of UHDGM is also proposed.The research on direct intervention subsystem of UHDGM. With the guide of holistic objects and holistic model of UHDGM, direct intervention subsystem composed of urban planning means, land supply means, and construction management means is studied. As for the problems of this subsystem such as low public participation, imperfect measures and incoordinate means, proposals are put forward, such as housing demand forecasting according to indicator on housing flats, dwelling size controlling based on building area, standardizing precondition for land supply, controlling the scale of investment by means of license permit, and public participation system construction, etc. The research on indirect intervention subsystem of UHDGM. As to the problems of this subsystem such as incoordinate means of indirect intervention and no proper coordination with direct intervention means, indirect subsystem, composed of industry management, management of tax and fee collection, information disclosure means, is studied. According to holistic objects and holistic model of UHDGM, applying mid-organization theory and integration theory, etc, proposals are put forward, such as expanding industrial association functions, improving the management of tax and fee collection, constructing information disclosure system, etc.
