The Research On The NPC Budget Supervision Which Based On Overall Budget

The NPC Budget Supervision is an important way for China’s citizens to exercisetheir political rights, and supervise the government budget preparation andimplementation. Furthermore, the forceful supervision will provide the governmentwith an scientific norms to make efficient budget. The gradual implementation ofoverall budget, which intended to regulate kinds of chaos status quo existing in thegovernment budget. In addition, the significance shows in different aspects, such asimproving the transparency of the budget, enhancing efficiency in the use of budgetfunds, reducing the waste of funds, and curbing corruption among the potential field.In this paper, the research starts from carding the concepts and foundational theoriesof overall budget. And then we analysis the current operation situation of China’sNPC Budget Supervision System. On this basis, the paper focuses on figuring out theproblems of the budget supervision of NPC caliber. By a relative thoroughly researchon the overall budget of the people’s Congress at present, we find that there are someproblems stated in the following aspects: Firstly, the NPC Budget Supervision statusis not enough; Secondly, the relevant laws is not perfect; Thirdly, there are manyproblems in the NPC Budget Supervision System; Fourthly, supervision of the overallbudget people’s Congress has many problems in the operation of the National People’sCongress; Last but not the least, supervision caliber budget is not enough. Aiming atthese problems, the corresponding suggestions are proposed: straightening out therelations between the NPC Budget Supervision and Party leadership; Then, improverelevant laws; Further, system design should be reasonable and improve the budgetsupervision of NPC mode of operation. Some other measures should be taken, such asstrengthening the supervision of all budget caliber, and strengthening examination andsupervision over the budget implementation and final accounts. The author believethat, through the improvement of these effective measures, the NPC BudgetSupervision System will take actions fully, and the function of overall budge can berealized gradually.
