A Study On Ostensible Urbanization Phenomenon Governance

Urbanization is a transformation process from traditional agriculture society to modern city society, and the level of urbanization is an important indication of every country's modernization. In due to of affection of the urban and rural economy dualistic structure, Our country's urbanization level lagged back the economy development badly, which has become the sources of many social problem. In order to solve the current problem, Government has taken a set of measures to raise the level of urbanization recently. However, Under the government-oriented urbanization model, the policy of urbanization didn't pay attention to the function of market mechanism, the government at all ranks seek to improve the level of urbanization, which have give a birth to plenty of ostensible urbanization with the urbanization level improved fleetly.The urbanization policy has changed into the tool of city swell, increasing the number of city, improving the administrational rank, and invading the land rights of peasants. If we don't take measure to tackle this problem, it will intensify the confliction between the city and country and break off the path to urbanization which has just started. Accordingly, through analyzing the special ostensible urbanization phenomenon mechanism and probing the institutional innovation, try to shape a better institutional environment and mechanism device which in favor of improving the level of urbanization verily, we can raise the quality of urbanization problem research and provide the relatively real theory for administrational practice.This thesis adopts both academic and positivistic analysis methods. The dissertation is designed to explore the ostensible urbanization phenomenon mechanism from the perspectives of Principle-Agent theory and Gamble theory, which also employs the New Institutional economy theory. In order to make the urbanization policy perfect, it also analyzes the institutional restriction and rooted inhibition, and puts for the approach to make institutional innovation. In the context of initiation of problem, decomposing the problem and solving problem, this thesis can be divided into six chapters and a conclusion. In the conclusion, it summarizes and analyzes the whole research program.The first chapter is the introduction. It expounds the reason and significance of the research problem, and put forwards the key research problem that is the ostensible urbanization phenomenon mechanism. Based on the literature or rural urbanization evaluation, the part of the thesis provides the theoretical perspectives and the analytical framework, defines the important concepts and introduces the main research methods succinctly.The second chapter describes and classifies the ostensible urbanization phenomenon and analyzes its negative affection in detail. The thesis explores the backgrounds of ostensible urbanization phenomenon and categorizes the phenomena into administrative and interested expansion based on the description. For the purpose of making the research more realism and persuasive, it attach importance to the analyzing the negative affection of ostensible urbanization phenomenon.The third chapter is the analysis of interest mechanism. With the help of Principle-Agent theory and Gamble theory, this thesis expounds the reason both of the administrative and interests expansion ostensible urbanization phenomenon.Chapter four mainly analyzes the inherited inhibition and institution restrictions and explores the limitation of the current urbanization policy. It starts with analysis of the government urbanization policy unpractical objective, then shows the confliction between the land and the populations. The thesis also cast light on the reality of urban and rural economy dualistic structure institution. Based on these analyzing, the dissertation account for the dilemma of the government urbanization policy, illuminate the institution restrictions from the countryman to townsman for a Chinese peasant. If the government attaches importance to the urbanization blindly without forming a real urbanization mechanism, it only stimulates more ostensible urbanization phenomenon.Chapter five analyzes the urbanization problems of Fo-shan city during the spontanesous and the overtaking periods. The dissertation argues that the urbanization path for our country has its own characteristic by using the fact in implementing the government policy. It makes a conclusion that the current urbanization policy is unreasonable and unpractical without reforming the institution which blocks the urbanization level to improve.Chapter six puts forward the countermeasures. In the light of the reason for ostensible urbanization phenomenon, inherited inhibition and institution restrictions, the thesis expatiates how to make an urbanization interest mechanism through institution innovation in order to reduce the cost of peasant urbanization and perform the obligations of government perfectly. It pinpoints that the mechanism of urbanization should be based on the market-oriented mechanism with administrative instrument assisting.The last part makes an analytic summarize of the whole research program, which demonstrates the limitation of the thesis and the problems need to be further explored.
