With development of globalization of production and trade, the pattern of traditionally international specialization characterized by product elements has undergone great changes. Local enterprise cluster is the effective binding site between localization and globalization. Meanwhile, it is a carrier which regional economy merges into global economic system. Therefore, it is of importance to study how local enterprise cluster will enjoy the benefits of globalization and achieve industry transferring and upgrading. By taking the mechanism of upgrading about enterprise cluster inserting into globe value chain as the main research subject, the paper does a tentative research work through microcosmic and medium level.The paper starts with defining the upgrading, and puts forward that upgrading means the enhancement of competitiveness and the improvement of performance. Secondly, by breaking through the traditional method which treats the cluster as one economic unit, the paper transfers to focus on the clustered firms which form micro-foundation of the enterprise cluster. Based on the perspective of firm capability, a concept model is constructed, which describes the micro-mechanism of upgrading about enterprise cluster inserting into globe value chain. And then, the paper discusses the mechanism which technology capability, marketing capability and network capability have impact on competitiveness and performance under environment turbulence. Thirdly, the medium-mechanism of upgrading about enterprise cluster inserting into globe value chain is analyzed through the perspective of regional brand, which is tested and confirmed by the case study of Dalang wool textile enterprise cluster. Finally, based on the microcosmic and medium mechanism of upgrading, the paper proposes the upgrading routes of enterprise cluster in developing countries with the dimension of technology capability and marketability.Through theoretical exploration and quantitative analysis, some important conclusions are as follows: (1) Competitiveness of clustered firm is significantly positive to performance. Technology capability has a positive effect on competitiveness and marketing capability of clustered firm. Marketing capability is positively related to competitiveness and technology capability of clustered firm. Network capability also has a significantly positive influence on competitiveness, technology capability and marketing capability. The results show that firm capability can facilitate upgrading of enterprise cluster. With environment turbulence considered, the paper holds that technology turbulence positively mediates the relationship between technology capability and competitiveness of clustered firm. At the same time, the mediation effect of market turbulence on the relationship between marketing capability and competitiveness is also verified.(2) Among dimensions of competitiveness, it is found that product quality is the most important element affecting performance of clustered firm. New product development capability is tested to be the key measurement of technology capability which has impact on competitiveness. As to measurements of marketing capability, customer bonding capability is the most important element to drive competitiveness, and marketing sensing capability is the key element influencing competitiveness of clustered firm. When it comes to the measurements of network capability, relation skill has more impact on competitiveness and marketing capability than the others, and partner knowledge facilitates technology capability more significantly than the other measurements.(3) Regional brand is found to boost the integration of technology path through coordination and division of clustered firm, and also to promote the integration of market channel through specialization market. This can lead into optimization of regional resources so as to achieve upgrading of enterprise cluster.(4) For enterprise cluster, technology capability can be opted for having priority to develop in order to improve competition of product, and then marketability is developed. Or marketability is preferred to develop first in domestic market, and after power accumulated, technology capability is thought to develop. If appropriate strategies of technology innovation and marketing are introduced, they are the practical upgrading routes.
