| This dissertation comprehensively discussed the large-scale development and utilization of fossil fuels and its corresponding global environmental degradation in the context of economic globalization. With the worldwide increase in oil prices, governments increasingly attach great importance to energy security. Developing economy, reducing energy consumption and greenhouse gas emissions, protecting the environment, and vigorously developing renewable energy and looking for alternative resources are becoming the international major concerning issues.After the demonstration in detail about the development difficulties, the international find model of low-carbon economy is an effective way to solve the problem. In order to demonstrate low-carbon economy is a sustainable development model, technological innovation is used as a technical support to low-carbon economy, while resource economics and environmental economics theory formed basis for the need of low-carbon economy development. Evolutionary economics promotes energy pluralism and the emergence of alternative energy resources, thus providing a reliable guarantee for scale development of low-carbon economy. Based on this analysis, the dissertation reviewes the theories of low-carbon economy development, discusses in detail the experience and model of low-carbon economy development in developed and some developing countries. The concept of low-carbon economy in China has been raised just in short time, whose development is still in its infancy, lacking funds, policies, experience and so on .As a result , it still in its infant stage. Therefore, it is imperative for us to inspect developed countries experiences and policies in this regard, combining with China's specific national conditions is our mission currently. Although the developed countries adopt different measure to support their respective low-carbon economy development, there still share commons in formulate corresponding policies, such as the legal norms, tax incentives, financial investment, financial subsidies, technical innovation. As for China, the development of low-carbon economy is facing three major challenges, that is, coal-dominated energy structure and will not be changed in the short period of time, the sharp contradictions between the current stage of social development and low-carbon economy development, the lag of overall technical level will be a serious block for renewable energy development. So it is important to strengthen the Government's control on high-energy high-pollution companies, adopt specific measures such as tax incentives, financial subsidies, low-interest loans, technology driven, mandatory quotas, international cooperation to support renewable energy enterprises. Exploiting wind energy, solar power, geothermal energy and other renewable energy, optimize energy structure, improve energy efficiency and increase carbon sinks, and gradually replace the economic development of the "black" mode with "Green Cat" model, tap the low-carbon economic development potential, put low-carbon economy forward industrialization development. |
