The paper will discuss the Housing Shortage problem and the tenants movement in Shanghai.The housing shortage appeared in the xiaodao union & Taiping rebellion period, but the people leaved Shanghai after the war over. In the 1895, With the foreign cotton mill and ethnic Chinese textile industry started, more and more industry workers gathered in Shanghai, and housing construction was not enough at this time. The housing shortage became a serious social problem. It could not be solved in the China's political and economic environment.The road Chamber of Commerce promote the tenants union. The community plays a role in the budding self-government in a weak concession environment. In the early 30, the road Chamber of Commerce / the Federation of tenants could not exist openly.On the other hand, in street chamber of commerce's, the Kuomintang clique commerce leaders get the power gradually. Under the integrated politics's goal, Basic-level organizations was reorganized into the residential federation.This rearch was helpful for us to understand the history of the city's varied life.
