The Study Of Scale Economies Of Satellite Operator

As a part of high-tech industry, the satellite operation industry has played more and more major role in the national economy developing process. In recent years, there is an obvious tendency that the international satellite industry is pursuing scale economies (SE). With the large scale tendency and domestic demands, the scale bottleneck in China satellite operator will be prominent day by day. Currently, transforming development pattern, pursuing SE has become an urgent problem that must be solved for China satellite operator development and has more practical significancy. Therefore, based on the principle of scale economies and the present situation of china satellite operator, the study on scale economies of satellite operator has more significance to China satellite operator development and satellite operation industry policy establishment.The emphasis and difficulty of this paper is SE existence judgement, SE interval estimate, ability and environment evaluation and countermeasure for SE realization, while the measure model and evaluation model and data analysis are tool and method of it. But present studies are weak in content systematization and depth of the content, and methods are short advancement. These defects are As follows: First, there is no study concerning analyzing the special law of satellite operator's SE. Second, the SE of satellite operator has generally been acknowledged internationally but is lack of empirical evidence, which is obtains by using mathmetical model to prove the existence of SE. Third, the traditional econometric models of SE use to adopt static analysis refer to singleness variable so that they are difficult to tell the complex, dynamic and nonlinear character of the issue. Fouth, the traditional evaluation methods, which pay more attention on the result of SE realization and ignore the ability and environment of it, are not helpful to analyze the effect caused by inner and outer elements in the SE realization process. And five, there is little enterprise-oriented and empirical countermeasure of SE realization at generalized and micro level and the present ones are lack of pertinence and maneuverability.According to defects, this paper carries on basic analysis, existence adjustment, interval estimate, ability and environent evaluation and realization countermeasure of satellite operator's SE, by using statistic analysis, system dynamics (SD) modeling combining with static model, expert questionnaire survey law and diagrams, based on the theory of SE, general system and SD.Above all, this paper takes the present situation show of satellite operation industry, the business introduction and input-output analysis as foundation, defines the meaning of satellite operator's SE, analyzes the character and dynamic mechanism of it. Secondly, this paper establishes a C-D production function model and aTranslog cost function model for SE existence adjustment, for which it carries on regression analysis to get two key indexes that output elasticity and scale elasticity coefficient by using SPSS13.0, based on data that gathered according to Space News, to find the evidence of satellite operator's SE.Thirdly, this paper establishs a SD model combining with static model, which can check SE with three index as Average Cost (AC), Marginal Cost (MC), and Overal Scale Economies (OSE), to calculate the SE interval by using Vensim PLE.Fourthly, this paper constructs the evaluation index system of ability and environment of satellite operator SE realization, according to the structure and elements of SD model, and establishes the evaluation model by using fuzzy mathematics. Then it evaluates the ability and enviroment of satellite operator in China, based on the data from experts' questionnaire.And last, this paper proposes the countermeasure of SE realization, which possesses important theoretical and practical significance to satellite operarion industrialization, on the basis of the result from interval estimate and evaluation.
