Dairy industry in Huhhot has formed a certain scale and production base. However, in recent years, dairy farmers lake the stamina to continue to expand the scale of farming, the phenomenon of cutting and selling cattle are often seen. Dairy farmers, as the main body of the cow farming industry, whether to exist the economic benefit of scale or not, play a key role in developing of dairy industry ,and in enhancing farmers income. Therefore, to research cow cultivation moderate scale has strongly practical and theoretic significance. In the regard of this, the paper study the operating situation of dairy farmers and issues of farming economics of scale in Saihan District, combining with normative and positive analyses.Findings show that: under existing market and family management condition, Saihan District cow cultivation scale relative is smaller, coexist in the regional disparity; dairy farmers'income has close relationship with yield of feed, having over 10 hectares of land can obtain a certain economic efficiency; The householder's education correlates with the farming income, the higher the education is, the more the farming income is, no significant relevance relationship with unit quantity of milk cow and so on. At present, there exists those problems urgently need to solve in the cow-breeding industry, such as the epidemic disease prevents and controls not on time, breeding is not scientific. For getting the moderate breeding scale, the study introduce empty number of the scale of number of cow and the yield, use improved Cobb-Douglas production function and translog cost function to confirm. The conclusion shows the benefit of cow-breeding cow changes, optimal scale of breeding is 9.79 heads, optimal yield of feed is 18.94 hectrares and so on.
