Along with internationalization and information technology application in market, the need of consumers had been going more meticulous and complicate, which requires fine quality and continuous improvement for manufacturing firms'competitiveness. And that also is the effective approach to increase social wealth and to prevent from adverse competition in such circumstance of resource scarcity. For being flexible to the context, the development pattern should change from'fast and better'into'better and fast', which means to shift quantitative growth to qualitative growth in meeting the demand of improvement of quality for economy. For better quality, the effective management methods must be applied in production process. In nowadays, the quality management methods evolve into fifth phase, competitive continuous improvement. It is the crucial strategy for sustaining productive competition as a central and evolving innovative process running through whole firm. Unlike other phases, continuous improvement is also the outcome adapting to the circumstance evolvement for depth improvement shifting from simply quality control to organizational management. Due to this kind of change, continuous improvement had been the prominent management instrument fitting in complicate and spiral circumstance. But in the process of applying continuous improvement, some problems emerge in front of manager on account of relying on technical instruments without considering the organization affairs as a core.The research, based on literature review on continuous improvement, focuses on organizational problems and tries to raise an efficient organizational action model to upgrade the performance of continuous improvement. For there being no clear discussion about the relations between continuous improvement action and performance in literatures, this research proposes three type of continuous improvement activities with significant positive impact on continuous improvement performance. By designing the measurement of organizational activities in continuous improvement and sampling, the structural equation for the relationship between organization improvement activities and continuous improvement performance is modeled, and is examined through a empirical study. After that, this paper studies the matching of different goals of continuous improvement based on a new organizational action model for continuous improvement, and discusses its requirements and application strategies.In this research process, author analyzes the evolvement of quality management theories, and clarifies the core of continuous improvement is organization improvement other than technical instruments. Form this perspective, the framework of organizational improvement is put forward to. Afterward, this research applies the managerial behavior, teamwork theories and personnel participation into the practice of continuous improvement through organizational activities analysis, and sets up an organizational action model for continuous improvement tasks.The methodology of this study explores the research methods to combine factor analysis, ANOVA, structural equation modeling on the basis of comprehensive theoretical framework and structural analysis, which produces more generalization overcome the narrowness of traditional case study. As first attempt, this research engages the multi-national data from Continuous Innovation Network to examine the organizational action model for continuous improvement tasks. The results reveal the contents and pattern of organization action in the process of continuous improvement, and the reliable scientific rules for managerial application. Meantime, this research also expands the research domain of continuous improvement and the boundary of model application, which could provide firms a better and fresh theory and perspective of continuous improvement and its performance. According to the results of statistical analysis, the new model shows the correlation of organizational improvement activities, and they have significant impact on the performance of continuous improvement, and support each other logically with stability and dynamics, which meets the features of learning organization with high participation organization activities.From a three dimensional perspective, this research raises a taxonomy of organizational action model in terms of single-dominant, bi-dominant, balance type, etc, based on the roles of manager, team, personnel in continuous improvement tasks for deepening the model mentioned above. And this research engages the social network theory to analyze the matter of different types matching with firms with different tasks of continuous improvement, which provides strong supports for applying suitable type of organizational actions. This paper also uses ANOVA to design reasonable implementation approach for detailed plan for firms. The adaptive strategy of that model concerts to the producer service strategy so as to be important reference to formulate the strategy of continuous improvement for firms.By way of development of organizational action model for continuous improvement, it enables firms to get clear functions and orders of organization activities in order to increase competitiveness of firms. Hence, in the process of continuous improvement, the keys to have satisfied performance is three types activities in such model, which can enhance the movement of personnel in organization actions with a integration effectiveness for total organizational continuous improvement. In the process of implementation, firms can choose matching mode according to the situation of resource and firm demand, and takes outsourcing strategies in suitable timing to use'subtraction'instrument of continuous improvement as concentration priority and core competition advantage in order to reach the better and fast development for society.
