With the rapid development of the information technology and the globalization of economy, the world's economic structure has changed a lot, and China has become a manufacturing center with its abundant resources, cheap labor forces and lower cost etc. The competence of one nation depends on its enterprise competence to a large extent, and the quality has become a vital factor in the enterprise competence. After WTO, the Chinese economy firstly integrated with the global economy completely. Along with the cancellation of various tariff barracks, numerous foreign enterprises have entered into Chinese market, and the domestic enterprise faces with the intense international competition. How do survive under the new economic environment and how do seek more development? The only one way to solve this problem is to continuously improve the quality of product and service, which provides a powerful support for promoting core competencies.This paper takes the development of quality management as the clue, and reviews its development course over a century, then introduces its latest theory and studies some main methods in quality management. It convinces that continuous quality improvement is the tendency of times and the key factor of promoting the core enterprise competencies. The paper regards Xinjin Gold Mine of Shandong Gold Mineral Incorporation in China as example to introduce carrying out successfully TQM, which is Total Quality Management, and the Group of Quality Improvement takes the production process as the objective to continuously improve the quality, and after more than 20 years a huge economic benefit with social income has been obtained. It has made this enterprise's income rank the forefront of the metallurgical industry for some years, and its experience can be used as reference to expand continuous quality improvement in metallurgical industry and explore the suitable development mode.
