Research On Function Mechanism And Decision Of Technology Strategy Orienting To Independent Innovation

Technology strategy, the core of the enterprise's overall strategy and the platform of product innovation and process innovation, is not only essential to the survival and development of the enterprise but also the establishment of competitive advantage. Both developed and developing countries, are trying to find effective theory and method of technology strategy management to speed up the realization of technology innovation and then enhance the enterprises'competitiveness. However, there still exists the phenomenon that many Chinese enterprises don't pay enough attention to technology strategy or have sufficient understanding of technology strategy. Some enterprises even don't have clear technology strategy, even though the enterprises formulating technology strategy are often lack of right understanding and effective management of technology strategy. The problems in technology strategy understanding and technology strategy management of Chinese enterprises, hinder the implementation of innovation activities and the realization of independent innovation. In view of this, the dissertation focuses on the function mechanism and decision of technology strategy orienting to independent innovation, through studying the following problems: the constitute dimensions of technology strategy, the evolutionary process of technology strategy, the function mechanism of technology strategy, and the formulation method and implementation policies of technology strategy, provides theoretical reference and practical guidance for Chinese enterprises to understand technology strategy's function, enhance technology strategy management and then realize independent innovation.This dissertation reviews former studies in the field of technology strategy, defines the concept of technology strategy, points out that the focus of technology strategy is technology selection and the core of it is constructing and promoting technology innovation capacity, and analyzes the systemic and risk characteristics of technology strategy. Then the dissertation points out that the reasonable division of technology strategy dimensions should meet three standards: enclosing the focus of technology strategy– technology selection, relating to the realization of independent innovation and orienting to the enterprise management practice demand, divides and defines the constitute dimensions of technology strategy, including resources dimension, management dimension and relation dimension. The dissertation also constructs the theoretical model for the evolutionary process of technology strategy, depicts the positive evolutionary process of"variation– selection– maintenance"and the passive evolutionary process of"maintenance– selection– variation"of technology strategy, and analyzes the influencing factors of technology strategy evolution.Based on the division of constitute dimensions of technology strategy, this dissertation does the theoretical analysis of the function mechanism of technology strategy on independent innovation. Based on the function paradigm of the enterprise's strategy, this dissertation constructs the analytical framework of function mechanism of technology strategy on independent innovation to reflect the function process of technology strategy on independent innovation, then explains this framework through analyzing the relationship between technology strategy analysis and innovation capacity identification, the relationship between technology strategy formulation and innovation capacity portfolio, and the relationship between technology strategy implementation and innovation capacity cultivation. Through analyzing the function of technology strategy, technology capacity, technology management capacity and network capacity, this dissertation proposes the hypothesis for the function mechanism of technology strategy on independent innovation. Based on the theoretical framework and hypothesis, this dissertation constructs the theoretical model for the function mechanism of technology strategy on independent innovation.Based on the theoretical analysis, this dissertation makes use of the questionnaire survey and structural equation model for the empirical study of the function mechanism of technology strategy on independent innovation. Results show that the impacts of technology capacity, technology management capacity and network capacity on independent innovation are significant, and these capacities are important factors for realizing independent innovation. Three capacities'impacts on independent innovation are about equal, with the path coefficients being around 0.5. Technology strategy has significant impact on the promotion of technology capacity, technology management capacity and network capacity, but doesn't have significant direct impact on independent innovation. Technology strategy has indirect impact on independent innovation through promoting the level of technology capacity, technology management capacity and network capacity, the indirect impact is very significant, up to 0.819, explains 78.2% independent innovation level. Through empirical analysis, the function mechanism of technology strategy on independent innovation is further revealed.Technology roadmap is applied to make three dimensions decisions of technology strategy. On the basis of the function mechanism of technology strategy on independent innovation, the objectives for technology strategy decision are proposed. Then this dissertation analyzes the function of technology roadmap on three dimensions decision of technology strategy, and technology roadmap is selected as the method for making decisions of technology strategy. Finally, this dissertation gives the process of three dimensions decision of technology strategy formulation.In the final chapter of this dissertation, policies for implementing technology strategy effectively are proposed based on the three dimensions of technology strategy. Method for evaluating the effect of technology strategy implementation is given, and it can be used to identify the policy of great importance, to promote the synergy development of innovation capacity, then to speed up the realization of independent innovation.
