Research On Theory And Application Of Workers' Mutual Aid Security Premium Design

Workers'Mutual Aid Security(WMAS)is a kind of social mutual aid activities organized by Union. It's a kind of social security on the basis of the vast majority of workers'voluntary, which has the character of low operation cost, flexible forms and diversifiable risks. It's the primary content of the Social Aid and it's the fundamental form of Mutual Aid Security in China. WMAS is between social insurance and commercial insurance which plays the lower premium and appropriate protection role. This thesis researched the theory and application of WMAS's product design. As WMAS is a new thing in China, so the research can provide reference to the development of WMAS and it will be seek benefit of low-income workers and perfect China's social security system.The thesis focused product design of WMAS. Firstly, it expounded some basic problems of WMAS's product design including the status, function, and necessity of WMAS, the differences between the WMAS, social insurance and commercial insurance. Secondly, it analyzed the product and its design of WMAS, and put forward the theory foundation, design principles and procedures. Thirdly, according to the actuarial theory of social insurance, commercial insurance, and the characteristics of WMAS, it designed WMAS's actuarial methods based on the distribution of losses such as the actuarial model of serious disease and the actuarial model of team accident and team industrial accident. Then, based on the model, the thesis calculated, analyzed and evaluated the premium of all kinds of products which have developed in Jiangxi Province. And the thesis proposed suggestion on the development of serious disease and hospital medical treatment in Jiangxi Province.Fourly, the thisis designed the actuarial model of WMAS's hospital medical treatment and developed WMAS's hospital medical treatment product based on data of Jiangxi Province. It analyzed its premium of different situateions. And lastly, the thisis proposed suggestion on promoting the development of WMAS including institute laws and policies about WMAS, intensify the intendance and management of WMAS, and set up aid mechanism to workers who are in embarrassment, etc.The originality innovation of this thesis can be summarized in four aspects. Firstly, the thesis enriched and improved the WMAS's theory. Secondly, it designed the WMAS's product actuarial models based on the distribution of losses. Thirdly, it designed the product of WMAS's hospital medical treatment. And finally, it suggested some significative suggestions about how to development the WMAS of Jiangxi Province.
