It can be opportunities as well as challenges for China's export of higher education consumer market in the face of coexisting situation of openness, cooperation and competition in the international trade market of educational service. Therefore, it is of great practical and theoretical meaning to study on the theoretical frame and strategically path of Chinese high education export market of consumption abroad with Chinese characteristics under the frame of GATS.On the ground of comprehensive research of economics, marketing, international service trade and system theory as well as the relevant theories, this thesis tries to construct the complete theoretical frame of Chinese high education export market of consumption abroad including basis, analysis, policy estimation, which is on the base of Chinese practice. In addition to the practical research, it provides reference for the policy-making and theoretical research on the development of Chinese high education export market of consumption abroad.In this article, there are four innovation ideas as following: Firstly, it constructs the analysis frame of marketing theory for international students'education in china. Through the nature analysis to Chinese high education export market of consumption abroad, it makes clearly the supply-demand mode, regulation mechanism and marketing positioning, which changes the current research way on Chinese education for international students merely by the politics and diplomatic perspectives. Secondly, it builds a"ExCAHEd-Ec"complex of coordination and index system model, which focus on schematically studies the complex system with the theory and mythology of complex systems. Meanwhile, it constructs coordinate model and index system of complex system of"ExCAHEd-Ec"with the theory of synergetics, and the application of the indexes of complex system of"ExCAHEd-Ec"during the period of the tenth five-year plan in China. Thirdly, it establishes a two-tier analysis mode of Chinese high education export market of consumption abroad, the application of which provides an important means to analyze the of formation of mechanism on Chinese higher education export aboard , under the circumstance of dynamic and interactive effects of domestic and international environment. Fourthly, it put forward the strategy concept of Beijing's high education export market of consumption abroad. In addition to study on Beijing's market, it offers"differentiation marketing strategy"and"leadership and challengers comprehensive marketing strategy"by studies on scale, structure, kind, competition of Beijing's market, on the basis of which put forward three major operational marketing strategies of"service portfolio strategy","channel innovation strategy"and"Integration communication strategy".
