Representatives of Chinese Government signed all the legal documents of joining WorldTrade Organization (WTO) in November 2001. This brings challenges as well asopportunities to the development of higher education of China. As a main sector of servicetrade, the situation and issues of higher education definitely deserve research and study.This thesis aims to study the development, major issues and causes of higher educationdelivered in the mode of consumption abroad. In spite of the increasing growth in recent years,four issues are identified: 1. Compared with the number of students going abroad, that offoreign students coming to China is much smaller. 2. In aspect of revenue, the highereducation under the mode of consumption abroad of China lags far behind compared withAmerica and Australia. 3. The resource countries of the foreign students China recruits arelimited to Asian countries such as Korea and Japan. While countries such as Australia,America and are waiting to be developed as future markets. 4. Among the four deliverymodes, consumption abroad receives continuous emphasis while cross-border supply andcommercial existence are relatively crippled. Relevant data of higher education of America,Australia and China are collected, compared and studied upon the above conclusion wasdrawn. In accordance with policies and regulations set by World Trade Organization, thefollowing suggestions are made to solve the problems and promote the overall developmentof China's higher education service trade. 1. The modification of relevant policies is necessaryto attract more foreign students to China. 2. Besides striving for continuous trade growth inthe current market countries, China should open the door of countries such as Australia,America and Europeans countries, which will help narrow the adverse trade unbalance. 3.Trade of cross-border supply, commercial existence and presence of natural people should bestrongly encouraged and supported together with consumption abroad to interact with andcomplement each other on purpose to enhance the overall exportation of higher education.This thesis makes an analysis of higher education delivered in the mode of consumptionabroad from the perspective of service trade, which is rarely conducted due to the reason thatin China, education and trade, as independent sectors, are traditionally disconnected.Therefore, this thesis also aims to draw the attention of experts from both sectors andstrengthen the connection between the two sectors.
