Research On Performance Evaluation And Early-warning Of Port Logistics Based On Sustainable Development

The port logistics system is an indispensible component of the port economic system, whose development sustainability is a precondition to support the port's sustainable development. As the basis and precondition of the development of the port's economy, the port logistics system aims at the improvement of the port production, effective utilization of resources, development of the port economy and progress of the society rather than its own development. Based on this, the thesis will give an evaluation to the logistics performance of the port and a forecast to the development of the port logistics on the purpose of a real time monitoring of possible dangers and providing the government and managers of the port with theoretical basis.The innovative points of this thesis are as follows:1. The thesis applies the sustainable development theory to supervise the evaluation of logistics performance of the port and does a systematic research which includes the definition of the connotation of port logistics system and port logistics performance within the concept of sustainable development. It is the first research on the port logistics performance from the aspects of economy, society and resource. It is also a thorough analysis of the mechanism how the factors influence the sustainable development of the port logistics system, which establishes the foundation of a comprehensive, systematic and profound research on the port logistics performance.2. The thesis establishes a brand new evaluation indicator system and improves the evaluation methods of the port logistics performance. The system distinguishes from previous ones of studying performance from financial aspects, not only taking economic performance of the port logistics into full consideration, but also including the resulted social and resource performances. It is a full-scale reflection of the port logistics performance and as practical as to the followed alerting analysis. Based on SPA-DEA, it builds a two-dimension evaluation model for the port logistics performance, which can do both static comprehensive and coordinated analysis to the port logistics performance, thus making it easier to trace the development of the port logistics performance and enables the port managers a quantitative analysis of its own capabilities as well as those of the competitors.3. On the basis of the economic alert theory, the thesis is the first to propose the concept, function and operation process of port logistics performance alert and build such an alert system. What's more, it establishes a port logistics performance alert model, which, together with the evaluation model, warns and diagnoses the port logistics performance from the development and coordination level. Consequently, the port managers can trace and monitor regularly the economic operation process of port logistics, giving alarms at the clues of problems, and taking effective measures to guarantee the stable and coordinated development of port logistics.
