To the staff inside Chinese enterprises, interpersonal relations is not only a health factor but also a motivating factor, it will become a extremely effective promotion power of mining the potential capacity of employees and enterprises and obtaining the sustainable and stable development of enterprises, if the manager can make good use of interpersonal relations. And so, some scholars have called it as a new types of intangible capital - interpersonal capital not similar to currency, plant and other forms of physical capital (Professor Wang Xun named it as interpersonal capital or relational capital) (Wang Xun, 2000).However, to many Chinese enterprisers, the management of interpersonal relations is very poor, they can not take full advantage of the potential value of human relationships, and moreover, the bad interpersonal relation gives rise to the crisis such as low-work and out of work, and so ,it severely restricts the sustainable development of the enterprise. Abroad, there is not a corresponding word to express the essence of the interpersonal relations capital, the most similar word is "interpersonal relation capital", however, it do not enough explain the context of the relationship capital under the Chinese culture , it mainly reveals the inter-personal skills rather than the nature of interpersonal relationship. And the Western academic incidentally referred to the relation capital when they study social capital, they lack of independence and subjectivity on the research of relation capital .Although some scholars believe that there is more value to research interpersonal relationships in China , because the influence of relationship on Chinese is more comprehensive and profound than on Western society. Besides the interpersonal skills, the relation in china shows more Chinese characteristics. However, the the study of interpersonal relations capital from Chinese and foreign scholars is still independent, the study is limited to the area the company alliance or the relationship marketing, the piecemeal studies of some scholars can not draw attention from acadamic and practice. Because of this, we still do not know the capital value virgin and the construction of internal relationships in the enterprise, do not know how to transform relationship into a useful form of business capital; and also we do not how to assess the level of the internal relations capital , how to create, integrate and maintain business relationship capital, and so we do not know how to construct relationship capital .With these questions and short-comings, some breaking work in the paper has been done——(1) Revealing the internal sources of interpersonal relationship capital value In order to study the relationship capital embedded in mainstream economics and obtain mainstream economics theory support, the writer profoundly analyzes the nature of the company and explains the source of the value of the enterprise, and also reveals the main relation internal enterprise.The results show that the most basic relation in the enterprise is a sort of employee labor relation including the social relation based on labor relation, and the value of enterprises stems from the most fundamental labor from the staff. So, the joint between the mainstream economics and corporation's relation value lies in the production and labor of workers, that is, the internal relationships capital value mainly comes from the staff, as well as their collaboration and the exchange of labor relations.(2) Building the internal relationships capital structure system In the first time ,the paper systematically constitutes a relation capital indicator structure that it includes three first-level indicators,eight second-level indicators,22 third-class indicators , and explains the mechanism that these indicators of capital are transformed into capital.The results show that the capital structure entirely keeping in with people's conventional perception is clear and easy to be understanded and operated, it is different from the relation structure that other scholars construct. It greatly facilitates to make good use of the relation capital structure in practice.(3) Carrying out empirical analysis of the relation capital structure Making use of software SPSS17.0 , the paper authenticates the relation capital structure and reveals: its overall a 'coefficient reaches 0.901, KMO 0.847, shows high reliability and validity, and the correlation hypothesis testing between high-quality interpersonal relationships and a range of capitalization action is passed.(4) Establishing an assessment method and assessment model Through the AHP, the weight distribution method and the fuzzy evaluation method, the paper builds a relationship capital index weight structure model, and then establishs a fuzzy comprehensive assessment method and the fuzzy average assessment methods, and verifys the operation case.The results show that two types of assessment methods are effective to assess interpersonal relation capital level inside enterprise. But the fuzzy comprehensive evaluation method is relatively more accurate, and the operation of fuzzy mean evaluation method should be more simple. (5) Providing some provisals of operating the relation capital From the enterprise's infrastructure, organizational structure, corporate culture, and so on ,the article gives some effective recommendations on the creation of relation capital,the integration of relation capital and the maintenance of relation capital.The results show that to create and accumulate the relationship capital, some basic approachs are found as follows: increasing interpersonal contact in the physical space, reducing the size of organization ,constructing organization network based on organization structure, developing organizational identification, nurturing collaborative corporate culture, carrying out interpersonal emotion management, training interpersonal skills.
