Energy is the basement of regional economy and social development. With the development of global economy, shortage of energy has become the serious mission that need to be urgently addressed. Shortage of energy also is the constraint of Chinese economic development. At the same time, the ecological environmental pollution is getting more and more serious. Biomass resource (Biomass energy) is a kind of green resource that has the advantages of widely distribution, renewable and easy utilization. The effective utilization of biomass resource plays a very important role in the sustainable development of economy, resource and environment. Therefore, how to realize effective utilization of biomass resource, relieve energy demand pressure and keep regional economic development is a serious problem that needs to be urgently solved.This text takes the theories of resource economy, environmental study, industrial economy and regional economy as the foundation and adopts statistical and econometric analysis and system optimization methods to do the research. This paper analyzed the impact of effective utilization of biomass resource on the sustainable development from the aspects of resource value, economic value and environmental value of biomass resource. This paper focused on stockbreeding wastes as an example and constructed biomass resource utilization integrated evaluation system in terms of Chinese characteristics and sustainable development. This paper selected Miyun County to do the case study and carried on dynamic evaluation for its present utilization condition of biomass resource, especially stockbreeding biomass resource and introduced advanced technologies from China and Japan to realize effective utilization of biomass resource, and finally in order to realize regional economic development, effective biomass resource utilization and environmental preservation.In this study, when we adopted the policy to introduce two advanced technologies for biomass resource utilization, the policy was a very effective tool to realize sustainable development in all simulations. The introduction of two advanced technologies raised the level of economic growth by 10% as compared to not adopting the advanced technologies policy. From the aspect of biomass electric energy, more than 32.7 million kwh of electric energy can be generated when we adopted the two advanced technologies. Concerning environmental pollutants, we found a reduction of about 168 thousand tons of greenhouse gases emitted by the pig farming industry in the total ten year simulation when we introduced the advanced technologies. This comprehensive evaluation is expected to improve the biomass resource utilization and environmental reservation and form the basis of policy decision-making for sustainable development in China.
