Also, the change is presented that the resources of science and technology were concentrated on the research institutions led by governments transformed to the systematical structure which the enterprises play great role and innovation subjective appear. With the current performance, the scientific and technological system has better improved, institution and personnel are much more sophisticated, institutional performance is much more flexible and effective, the science, technology and economic development is strengthened, the leading role of science and technology is much more clear, furthermore, The institutional reform of science and technology has provided the valuable experience.Nowadays, the core of institutional reform of science and technology in our country has been transferred from micro level of self-improved management to the complete property right. It has been in the key time of setting up the scientific and normative research institutes which belongs to modern enterprise system, constructing nation's innovative system.
