Research On Economic Development Of Northeast China Based On Natural Resources Constraint

Natural resource is an indispensable material base and important condition to economic development, and its exploitation and utilization is the motive power to promote the economic development, which is particularly evident in places and period that the science and technology and infrastructure and financial system are all undeveloped. Due to the relatively low level of technological innovation, China's economy growth is still extensive and resources industry accounts for a considerable proportion. With the sustained economic growth, natural resources constraint problems are inevitable.Northeast China, an important industrial base of raw materials, has many resource-based cities. Therefore, analyzing the relationship between natural resources and economy development has important meaning to the resource-based cities transformation and Northeast China revitalization.Based on the theory of regional economic development and natural resources constraint, this paper, from the perspective of natural resources constraint, explores the relationship betweent the endowment of natural resources and economy development in Northeast China. The result shows that the endowment of natural resources is negatively related to economic development, that is, to some extent, Northeast China is confronting the"resource curse". On this base, the author analyzes the mechanism of natural resouces constrainting economic development, and puts forward some countermeasures and policy proposals from the two aspects of industry and space, which alleviate the natural resources'constraint to economic development.The detailed research contents are as follows:Introduction. In this part, the author introduces the research background and research significance, summarizes systematically the current research situation of natural resources constraint at home and abroad, the research contents and methods, and the possible innovation and further research.The first chapter is the theoretical basis. The author defines the economic growth and economic development and natural resources, discusses the difference and connection between economic growth and economic development, expoundes systematically the theories of regional economic development and natural resources constraint, taking them as theoretical basis of the whole research.Thr second chapter is the relation analysis between natural and economic development.Firstly, a general analysis about natural resources and economic development is done, so as to show quantitatively natural resources is an important influence factors to economic development; and then, the author elaborates the main natural resources constraint problems which China is faced with during economic development, and points out that natural resources support the economic growth by calculting the contribution of natural resources to economic development, and expatiates the influence of natural resources constraint problems to China's economic development. Next, the author analyzes the relation between natural resources and economic developent in Northeast China, finding that the natural resources endowment is negatively related to economic development, which is the starting point and foothold of the whole research.Chapter three is the summary about the current situation of economic development and resources and environment of Northeast China. The overall situation of economic development, configuration situation of natural resources and environment, the main problems exist in economic development and resources and environment are expounded, and then, the support capacity of resources and environment foundation is evaluated, the result shows that, relative to the whole nation, the natural resource endowment is still superior although the reserve of main energy and mineral resources has a downward trend, and is the best region for developing raw resouce industry. Which provides a quantitative reference for formulating the future development strategy.Chapter four analyzes the relation between cultivated land, energy and forest and economic development by using quantitative method. About energy, by selecting the index of the ratio of supply and demand (that is, the production and consumption) and per capita GDP, after the correlation analysis and regression analysis by using SPSS 15.0, the author finds them are highly negative correlation, that means, when the energy supply is beyond energy demand, the energy has negative effect on economic development, which aslo proves the resoure curse hypothesis. In the same way, by using the index of the cultivated land resource relative abundance and per capita GDP, the author finds cultivated land is positively correlated to economic development, so it is the same with forest and economic development. While, in reality, the "san nong" questions in Northeast China and the "two crisis" predicament, caused by many factors such as system etal., in a certain extent, also explain the Northeast China is encountering "resource curse".The fifth chapter analyzes the mechanism of natural resources constraint. At first, the author summarizes the international"resource curse"mechanism, on this basis, analyzes the reason why natural resources curse appeared in Northeast China, and how it hindered the economic development from the two aspects of the endogenous variables and exogenous variables that affecti economic growth, finding that natural resources hindered economic development through capital transfer effect and affecting institutional arrangement.Chapter six sets forth some countermeasures that weaken the constraint of natural resources constraint and develop economy. Based on the thoughts of regional economic development and relevant succeeded abroad experience, the author thinks that the Northeast China should give priority to the development of key and competitive industries and key enterprises in industrial fields, and give priority to the strong and competitive areas in spatial fields, so as to achieve the coordinated development of the whole region through the diffusion effect and county economic development.The seventh chapter puts forward some policy proposals that ensure the implementation of the countermeasures. Beginning with introducing the succeeded overseas experience of revitalizing old industrial bases, the author believes that the nation should support Northeast China in finance, and reform and innovate the system and mechanism. From the perspective of sustainable development, we should develop circular economy and low-carbon economy, and strengthen the management of ecological environment.The last part is the conclusion. The author reviews the whole research content.
