Analysis made by many Western economists after 1950s in 20th century shows that the most important factor for the economically backward regions to enter the stage of economic development is not physical capital but human capital. It is known from the human capital theory that a higher level of human capital will bring in a higher rate of economic growth, which is a positive correlation between the two. Statistics show that the human resources in the old industrial bases in the northeast China is very rich, and the level of human resources is higher than the national average, higher than Zhejiang, Guangdong and other economically developed areas. However, the level of human resources in the old northeast industrial bases does not fit with the level of its economic development. Therefore, in this dissertation, guiding by the modern human capital theory, applying literature study, comparative study and systematic research methods, a comprehensive, systematic analysis and discussion is made on human resources in the old northeast industrial bases. Based on a fresh understanding to the factors of economic growth, from the perspective of human capital, to explore the ways to revitalize the old northeast industrial bases.This paper is divided into five parts. The first part is the general introduction to the theory of human resource, dealing with the concepts of human capital and human resources; the roles of the human resources in economic development; the structure of the human resources; the meaning, content and functions of the human resources;The second part focuses on the present situation and the existing problems of the human resources of the old northeast industrial bases. Compared with the whole country, the constitute of human resources in the old northeast industrial bases is rational; the ratio of working population in age is high; the male and female proportion is basically balanced, the per capita educated age is higher than that of national level and the industrial structure is more rational. But, the management of human resources is still at the level of conventional personal administration stage, the functional transformation in human resources management has not been finished.; specialty and hierarchy structure is irrational; distribution in industry and areas is imbalanced; the pressure in social security and employment is high; incentive mechanism is not completed; flowing out of talent is serious; education investment is insufficient and innovating ability is very poor.In part III, a comparison is made on the human resources difference between the old northeast industrial bases and economically developed areas. The conclusion is: the differences of human resources in these areas mainly come from the different manage system; the different venturing culture; the different emphasis in exploiting and utilizing to efficiency; the different capability of employment and the different learning concept. In part IV, the concept of"human capital malfunction" is enriched and developed.Analysis of the main reasons of "human capital malfunction," in the old northeast industrial bases is made, which is the innovative point in the paper. It is"human capital malfunction"that leads to the unfitting of the level of human resources in the old northeast industrial base with its economic development level. While,"The human capital malfunction"results from the restriction of the venturing culture in the northeast area; the high quality talented person keeping away from the production first line; the poor fitting between the human resources structure and economic structure; the low utilizing efficiency of the human capital; the overflowing of education benefit and the low value of the talent person.The fifth part of the paper put forward proposals for the development of human resources in the old northeast industrial base. This article holds that the following efforts should be made for the development of human resources in old northeast industrial bases: cultivating the venturing culture actively; utilizing the existing human resources effectively; rebuilding the incentive mechanism of the enterprise; promoting the quantity of human capital; sharing the surplus claim power of the human capital and improving and perfecting the appraisal target system of the human capital with the purpose to fully play the function of the human capital, strengthen the self-remoulding function of the old industrial bases and provide intellectual support and personnel support for the revitalization of the old industrial base.
