The land productivity is usually defined as the probably achievable production level under certain conditions, which is the comprehensive land productivity of the integrated natural and social land productivity. The analysis theory of the land productivity mainly includes agricultural location theory, industrial location theory and central place theory. The usage of allocated land is directly guided by the theory of the geographical labor division.The economic analysis of the land productivity aims to evaluate the land productivity from the perspective of studying the social labor consumption and the effects of the various social practices in social system. The analysis significance lies in applying the theoretical issues of the economics to the study of the land productivity. For the sustainable development of agriculture, the economic evaluation system was set down on the basis of the technical economics, which led to quantitatively evaluating the land productivity in Jilin Province and increasing the land productivity.Land can be regarded as comprehensive integration of natural history, including soil, climate, landscape, rock, vegetation and hydrological elements. The land application is the process of satisfying the need of human beings on the basis of land properties by means of productive activities. The conditions of affecting the land application are the quantity and quality of natural and social conditions which have effects on the land application. The purpose to analyze the conditions of affecting the land application is to understand the natural and social economic basses of the land productivity in Jilin Province, which aims to provide scientific foundation for economic analysis and reasonable development of the land productivity.Jilin Province is located in 121°35′~131°19′of east longitude and 40°52′~46°18′of north latitude, which has total land area of 191,000 square kilometers, about 2 percent of the total land area and ranking the 14th position in the country, with 94.3% of land utilization. In the total land area of Jilin Province, there are 5.5356 million hectares of arable land, 115.6 thousand hectares of garden land, 9.2449 million hectares of forest land, 1.0446 million hectares of grassland, 833.7 thousand hectares of settlement and mining land, 65.4 thousand hectares of transport land, 155.6 thousand hectares of water conservancy establishment, 265.5 thousand hectares of rivers or lakes and 1.0446 million hectares of vacant land.The analysis of the land productive assets aims to define the comprehensive meaning of the land productive assets. The land productive assets analysis on the basis of mathematic model not only reasonably reflects the value of the land assets but also indicate the value increase of the land assets. This can benefit the calculation of national economy and prediction of the variation of land productivity in the future. Jilin Province is one of the main producers for grains and forest resource and northeast industrial basses. The land productivity analysis of arable land, forest land, industry and mine land, real estate land assets and comparison of increase and decrease of the land assets to predict the value variation of the land assets in the future are very meaningful. The calculation of the arable land, forest land, industry land and residential land assets is conducted on the basis of the data from the"Statistical Yearbook"of the Jilin Province. The variation of various land assets during the past ten years is analyzed by comparing the value of land productive assets with the existed economic statistics. The relationship between the value of the assets and other economic indicators should be described by the way of calculating the variation of land assets evolution on the basis of different models, which will make the land assets not only directly reflect the value of the land assets but also the level of the economic development of the region in a indirect way. The relationship between the land assets value and the other economic data should be presented by calculating the land assets value in Jilin Province. At the same time, the reasons of evolution and variation of the land assets value should also be clarified.The method of comparative analysis is mainly used to study the economic effects of the agricultural land productivity including farmland, woodland, and grassland and so on for the economic effects of the agricultural land productivity. By the comparison of the total level and average level, crop cultivation area, electricity power per hectare, numbers of agricultural irrigation equipment, it can be concluded that tangible economic benefit (such as food crop production and continuous increase ration) and direct economic benefit (such as continuous increase of the farmers'income) are realized if arable land area is expanded under certain natural conditions and land productivity. At the same time, the adjustment and optimization of agriculture and reasonable utilization of productivity result in the intangible economic benefit such as scientific layout and sustainable development and macro economic benefit of national food safety. For the layout, structure and different development level of the construction land, the analysis method of spreadsheet is mainly used to calculate and predict the economic effects of the construction land and analyze the compared situations of concerned land productivity. The industrial output continuously increases with large ration under the condition of no obvious change in land input for the construction land of residence and industry or mine land usage. The direct economic benefit, tangible economic benefit and macro economic benefit are obvious and promote large increase of productivity of construction land.The land productivity potential is predicted and analyzed from the perspective of economics. According to the practical conditions of different types of land in Jilin Province, the project of increasing the land productivity is carried out in one time or different stages by using technically feasible and economically reasonable analysis method. During this process, the follow principles, the productivity of micro-economic effects of land subjected to the principle of macro-economic effects, recent economic effects subjected to the long term economic effects and comparison of direct economic effects and indirect economic effects, should be observed. The examination and analysis should be conducted to verify if the project conforms to the tapping of the land productivity potential and economic effects accumulation during the course of or after operation. The calculation of the land productivity potential benefits not only the development and application of the land but also contribution to the increase the land productivity potential by comparing the practical land productivity with the potential of the land productivity, which will favor the reasonable allocation of the productivity. The economic potential of the land productivity experienced a dynamic evolution process with the developing of the industry and its structure adjustment. At the different phases of industrialization and industrial structures, the capital markets, the land markets and technical markets showed the dynamic changing process, which resulted in land utilization variations. The tapping and improving of agricultural land productivity should depend on the technical progress in agriculture, seed breeding, bio-engineering, large-scale water conservancy projects, soil dressing and structural optimization of agricultural land. The concerned prediction and comparison should be conducted in a technically feasible and economically reasonable way. The monitoring and improving process should be undertaken in a dynamic way. The sustainable utilization and development of the land productivity is underlined while tapping the potentials of agricultural land productivity.The purpose of the economic functional division of land productivity is to maximize the land productivity. The application of land in the functional areas is regulated effectively on the basis of space development and restriction. The functional division in different space is conducted according to the principle of regional differences and sustainable development. The follow principles, that are the combination of the experts and government authorities, the combination of qualitative analysis and quantitative analysis, the combination of literal study and survey in spot, the combination of practical analysis and developing prediction, should be observed. The economic functional areas of land productivity in Jilin Province should be divided according to the principles of similarity, comprehension and integration, which are prior development areas, key development areas, restricted development areas and forbidden development areas. The proposal policy for functional divisions of land should be put forward during this process in Jilin Province in this paper.
