In the process of promoting the development of agriculture,countryside and farmers,the land as the most important resource and production factor has been widely valued by the government and the market.The efficiency of land circulation and the quality of circulation is an important link to influence the development of rural economy.Speeding up the circulation of rural land is the main way to effectively develop the rural economy and increase the income of farmers.But the market is not perfect,the land supply and demand information is asymmetric,the procedures are not standardized,and the operators' funds are scarce after transfer,which restrict the land transfer process.The appearance of rural land bank can not only make the limited land resources reasonably and effectively allocated,but also regulate the current rural chaotic land transfer behavior.According to the principle of market mechanism,to reasonably determine the land price as the basis,through the adjustment of market supply and demand to effective allocation of land resources,so that limited resources flowed from low efficiency to high efficiency,realize the real value of rural land,make agricultural production and farmers' income as possible.In addition,the establishment of rural land bank also has the nature of land consolidation and development and land financial business,so that rural land banks can encourage and promote land circulation,but also provide adequate financial support and financial services for agricultural development.It is the only way to solve the problems of agriculture,countryside and farmers and promote the construction of new countryside by establishing rural land banks,developing appropriate scale operation through land circulation,promoting the capitalization of farmland contractual management rights and maximizing system efficiency.As a major agricultural province,Jilin province has a representative and exemplary role in promoting the pilot work of rural land banks throughout the country.Therefore,exploring the development mode of rural land banks suitable for the land transfer environment in Jilin province is particularly critical for the future development of rural land banks in Jilin and even the whole country.This paper will start from the current development of rural land banks,and based on reading a large number of domestic and foreign literature,and based on modern property rights theory,land rent theory and land market theory,put forward the innovation mode of rural land banking.Referring to and summarizing the successful experience of the foreign land bank and various forms of domestic land banking practice enlightenment,and summarizes the restricting factors of rural land bank development in Jilin Province in the analysis,design for the Jilin province rural financial development of rural land bank operation mode: to promote the transfer of land for the purpose of serving the "three agriculture" for the purpose,to the land as the subject matter,to the government as the basis,adhere to fair,voluntary,paid,not to change the land use principle,policy financial institutions engaged in land,land mortgage loan,land development,land assessment,policy consulting,land transaction,supervision and other business loans.In this paper,put forward reasonable suggestions on the development pattern of rural land bank in Jilin province in the future but also hope to engage in the work of rural land bank after the decision makers and implementers to provide theoretical reference significance and practical value.
