Business accelerator is an important policy tool to improve the national competitiveness in the knowledge-based economy age,which is new sevice organization to accelerate high-growth company. As the evolution of business incubator,business accelerator compensate the shortage of business incubator,as it has special and potential customers.The study explore the organization shape and frame,refine successful experience and program of operation,strengthening the culture and system,which provide target and standard for sustainable development of business accelerator.It is meaningful to study the operation of business accelerator for grooming innovative company and accelerating industrializationg of high technology.The study is relate to several discipline,which include the theory of business growth and evaluation and system engineering.There are several operational patterns of business accelerator.In the America, business accelerator tenant have many kinds of industry and fuctional facilities, and across several region.In the Europe,business accelerator contribute to form value chain of high-tech company and accelerate creative industry,and it is trend to build ecotype in the future.In China,there are several patterns,such as Shengzheng pattern, Wuxi pattern and Tsinghu pattern.The investor is government in the initial stage of BA, using finantial allocation by the department of government.Then,the investor of BA is diversity, such as university,STPs,enterprises and so on. There are several kinds of organization of BA, which are linear system and regional system and customer division system.It is trend for BA organization to form network in the imformation age.Organic coupling of business incubator and business accelerator could provide all-aspects, profound and multi-fields services for high-tech enterprise in different phases, and create innovative enterprise and accelerate its growth.BA and BI is independent each other.On the one hand,BI provide excellent tenant,facillities and relation network and experience of management for business accelerator.On the other hand,BA provide quit way of tenant for business incubator,which contribute to operation of BI.The coupling forms of BI and BA include containing style, mingle style and parataxis style, his paper discusses the feasibility of success coupling between business incubator and business accelerator based on game theory, puts forward collaborative recommendation for coupling from the perspectives of location, policy environment, cooperators and interest groups.The operation of BA is an openning process of out-recourcing,in which BA should keep in touch with professional sevicers, provide diverse and timely and excellent sevices. Apart from direct price of business accelerator,there are indirect price mode that depend on consultations of professional sevicers and tenants,because asymmetrical information,customization of product,difficult evaluation of commodity and value.It need think about target profit,the extent of customer loyalty and the feeling of value when BA draw up price.After an "accelerating" period, gazelle which graduated from business incubator will eventually graduate or withdraw from Business accelerator. This paper analyzes two key factors that tenant shall consider based on principle of quit function. They are time of graduating and capability of growth. From the evaluation indicator system of graduation mechanism,the tenants who have capability of growth above mean,can choose positiove quit parth,such as IPO,epuity transfer or entering into STPs.For those who capability of growth below mean and above acceleration time,it should repeat incubation or liquidation quit.With the rise of BA,it is very necessary for tenant and government and social organization and BA to evaluate the operational performance,which have four dimensions and twenty key indicators in the performance of Business accelerator,based Balanced Score Card.Therefore we should take measure to improve operational ability,such as carry out multiple and market operational pattern,optimize organization of corporate governance,build up mechanism of "enter-quit",construct good external atmosphere of development,create sevice platform and system of introduce and culture of human resource.
