The Research Of Establishing Financial Support System For Rural Land Circulation

At present, the core of China's rural problem is still the land issue, while the core of the land issue is how the rural land circulate in an orderly and standardized manner. Rural land circulation needs the strong support of the financial sector, but the existing rural financial service system can not meet the new features and requirements of the financial needs of rural land circulation. The conflict between the financial needs of rural land circulation and credit supply now restricts the process of rural land circulation. To combine the reality of our country, explore and broaden the ways of financing for the circulation of rural land, break the "financing bottleneck" in the process of rural land circulation is major issues of China's current development of modern agriculture.The paper is on the base of investigation and analysis which focus on the current status of China's rural financial support for the rural land circulation. In this paper we use modern economics and management theory, combines the normative analysis and empirical analysis, considers the actual characteristics of China's rural finance and economic development to study and establish a set of normative and integrated institutional framework and theoretical framework of financial support for rural land circulation. The framework includes studying how to construct multi-level and diversified financial supporting system for rural land circulation, researching and developing a set of new financial products for rural land circulation, perfecting and innovating the supporting system and matching measures of the financial supporting for rural land circulation.First, this paper made a large scale of the questionnaire and fieldwork on China rural financial service system, rural land circulation and financial support for the status quo of rural land circulation. The empirical study showed that the current rural financial services system in China could not meet the actual needs of the rural land circulation, and that rural land circulation financial needs contradict with credit supply.By taking advantage of the finance-related theory of agricultural land, model theory of financial development and the theory of rural financial service mechanism design, the theoretical basis of financial support for rural land circulation study was elaborated; It, comparative study of relevant experience on financial support for foreign rural land circulation, provided practical basis for the establishment of financial support for China rural land circulation system. These discussions laid the basis of theory and practice for the thesis.Secondly, on the basis of the theoretic analysis of financial supply and demand in the circulation of rural land, further game theory analysis is made on complete and perfect information model under the different limited conditions, borrowing and lending behavior between the financial demand main body in the rural land rental market and formal credit institutions. After finding the specific factors influencing the lending decisions which is made by formal credit institutions and the borrowing and repay decisions which is made by the financial demand main body in the rural land rental market, we made comparative analysis on borrowing and lending behavior, and provide the foundation for the formulation of the financial-aid policy in the rural land rental market. The idea of the establishment of finance supporting system of rural land conversion was proposed, and the principles and the channel of achieved financial support in the rural land rental market were analyzed. Subsequently, we constructed the basic structure which is suit for country financial support to rural land transfer, established the mechanism of micro-operation to financial support in the rural land rental market simultaneously, and finally composed the financial support system for the flow of rural land.Last, to construct a rural land circulation financial supporting system of multilayer and diversification, use it to explore the functional orientation and coordination of the Chinese policy finance,commercial finance,cooperative finance,civil finance and other types of financial service in rural land circulation so as to achieve the "incentive compatibility" between various types of financial support in rural land circulation. It is necessary to analyze the basic principles,innovation approaches and main content that should be followed in the development and innovation for rural land circulation financial supporting products, on the basis of which emphasis is paid on new financial products for rural land circulation such as:rural-land-use-right mortgage loans, pledged loans for the rights of rural land contracting and management, and farmers united guaranteed loans etc, so that carriers and operation conditions are created for the rural land circulation financial support. Besides, analysis is made of the necessity of building policy-guided agricultural insurance system for the rural land circulation. On the basis of this analysis and integrating the status quo of China's agricultural development, the characteristics of rural land circulation and the actual demands of great scale agricultural management, we study and select a rational policy-oriented agricultural insurance model and its series of institutional arrangements for building a risk-avoiding barrier for financial support of rural land circulation. In order to provide a relaxed and harmonious external environment for the rural land circulation financial support, it is necessary to study how to build a support system and supporting measures for rural land circulation financial support from perspectives of a reasonable position of the government, cultivating intermediary service organizations, building a diversified rural credit guarantee system, and optimizing the ecological environment of rural financial, etc.The research in the paper is not only the supplement and consummating to the theory of our country's rural financial reforming in current stage, but also provide a theoretical and empirical basis for the financial support of China's rural land circulation. So the paper has important academic value and application value.
