Study On Assessment Of S&T Innovation Capacity Of Universities

Science and technology innovation of universities in China occupies an extremely important role. The development and promotion of S & T innovation capability of universities is not only the needs of the development and promotion of scientific and technological innovation capability of the entire country or region, but also the need to improve their own competitiveness. To carry out the evaluation of scientific and technological innovation capacity is an important means to develop and improve the scientific and technological innovation capability of colleges and universities. In the paper " the decision on improving the scientific and technical evaluation " which is made by Ministry of Science and Technology and Ministry of Education, it is pointed out that "science and technology management evaluation is an important part of the work that is to promote the sustained and healthy development of national science and technology, to promote the optimal allocation of scientific and technological resources, and to improve the level of science and technology management, that is an important tool and security."The study on the S & T innovation capacity evaluation, bring on the fair and reasonable index system of scientific and technological innovation ability evaluation based on different factors and the characteristics of universities, and using some scientific methods to evaluate S & T innovation capacity can not only mobilize the enthusiasm of university's scientific and technological innovation but also intensify course study and meet personnel training needs.In this paper, S & T innovation system is studied. The S & T innovation system includes the technology innovation management system, scientific and technological resources for innovation, achievements of scientific and technological research, and scientific and technological innovation activities. The activities of university scientific and technological innovation ability evaluation have the following basic elements: evaluator, the object been evaluated, the aspects of the evaluation, the evaluation methods, and the data used to evaluate, the evaluation results, and the evaluation information readers. And these elements have been researched in this paper.Construction of the initial index system of S & T innovation capacity assessment should be primarily from investment in university science and technology innovation, achievements and contributions as well as colleges and universities'scientific and technological innovation activities. And in this paper it is pointed out that S & T innovation ability evaluation index system should be based on the information needs of the demand, cost and efficiency of data collection and effective evaluation methods, etc.And the paper studied the S & T innovation ability evaluation method. The mathematical methods of evaluation are compared.And the empirical studies have been conducted. The paper has conducted a comprehensive assessment of S & T innovation capacity of the colleges and universities led by the Ministry of Education. And on this basis, the S & T innovation ability of Wuhan University of Technology is compared with some other target.In this paper, normative analysis and empirical analysis are combined, and qualitative research and quantitative research method are also combined. Based on the research of the predecessors, the tectonic model of university scientific and technological innovation is studied. The paper also has researched the mathematical methods to evaluate the university's scientific and technological innovation ability. And the paper has also implemented the measures and conducted empirical research.
