A Comparative Study Of Regional Innovation Ability Between Shandong Province And Jiangsu Province

Innovation is the first conception of Chinese five development conception,regional innovation capacity has a significant impact on the construction of building Chinese innovative country.Based on the important position of Shandong Province and Jiangsu Province in the regional innovation ability,this paper makes theoretical analysis and empirical analysis on the regional innovation ability of the two provinces with similar regional conditions and economic development level.Based on the theory of innovation,national innovation system and regional innovation system,this paper defines the regional innovation ability by referring advanced experience and analyzing current research situation of regional innovation capability at home and abroad.At the same time,this paper constructs the evaluation index system of regional innovation ability to measure the regional innovation ability of two provinces and 30 cities,and compares the results.Specifically,this paper selects five indicators(the ability of innovative knowledge creation,the ability of innovate knowledge flowing,the ability of enterprise technology innovation,the ability of innovation environment supporting and innovative economic performance)affecting the regional innovation ability of two provinces as the criterion layer,twelve secondary indexes as base layer.Based on the panel data of 2005-2015,this paper first uses principal component analysis and regression analysis to optimize the index system.And then,this paper uses the improved entropy method to determine the weight of the index.At last,we get the comprehensive scores of the innovation capacity of the two provinces to conduct difference analysis.Through the measurement and comparison of the regional innovation ability of the two provinces from 2005 to 2015,the score of Jiangsu in innovation knowledge creation ability,knowledge flow ability,enterprise technological innovation ability and innovation performance is higher than that of Shandong Province.The score of Shandong's environment support capacity is higher than that of Jiangsu Province.This paper divides the 30 city of the two provinces into four types,including innovative leading cities,innovative catch-up cities,innovative potential cities,innovative backward cities by measuring the comprehensive scores of innovation ability of 30 city and combining with the classification of clustering analysis.Analyzing the characteristics of each type of city,we can find that the development of regional innovation capability of the cities in Shandong Province is unbalanced.In Shandong province,innovative leading cities are lack,innovative catch-up cities' innovation strength is strong but their number is small,innovative potential cities' innovation capacity is not balanced and the proportion of the innovative backward cities are too large.Finally,according to the results of comparative analysis,it is found that innovation investment,innovation transformation,innovation foundation and innovation ability of Shandong province caused the huge gap between Shandong Province and Jiangsu Province in terms of regional innovation capacity.And then this paper makes recommendations to enhance the regional innovation capacity of Shandong Province.
