| In the context of the national innovation-driven development strategy,the regional response to the national call,competing to develop regional innovation capacity,regional innovation is not only the core of regional competitiveness,but also an important indicator of regional prosperity.Chongqing,the country's top ten regional innovation ability,need to further improve the innovation ability;the paper introduced the process of innovation theory to solve Chongqing irrational allocation of resources,innovation and low efficiency,innovation and regional competitiveness in Chongqing area to improve has important practical significance.Firstly,the research background and significance of the paper is it analyzed,and the research status of regional innovation ability evaluation and efficiency evaluation at home and abroad is summarized to present the measures taken by each country to promote regional innovation ability.Secondly,the concept of regional innovation ability and its influencing factors are investigated,and the present situation of innovation and development of Chongqing,including economic development,R&D investment,knowledge output and other innovation,such as government,enterprise and university are presented.Thirdly,the influencing factors and problems of the regional innovation process in Chongqing are investigated.In view of these problems,the principles and ideas of the index system construction and constructs the Chongqing regional innovation capability evaluation index system are established;The entropy weight method is used to empower the evaluation system,and the comprehensive evaluation value of each evaluation unit is calculated.The innovation action ability and innovation efficiency capability of each region are evaluated and analyzed;the two-stage DEA model is constructed,and the efficiency analysis of knowledge innovation and achievement transformation is carried out,and then the decision-making unit with non-DEA is optimized.According to the comprehensive ability of each factor score,the regional technical innovation ability is analyzed comprehensively.Finally,based on the above analysis,a series of policies and measures,aiming at regional innovation capability and efficiency are presented to promote the regional innovation overall strength of Chongqing from the angle of innovation environment,innovation subject,relationship between innovation subjects and regional relations. |
