Transmission grid is of great importance in the power industry and power market because of its physical, social and market functions. Transmission project evaluation is vital for the transmission investment decision, however transmission project differs from general construction projects and it is monopoly, and has externalities as well as public good property, as a result it is significant to study the proper evaluation method for transmission projects.Based on the characteristics of transmission projects, this paper concludes the principles that transmission evaluation job should follow and indicates that the transmission evaluation should judge the reliability, economy, environmental protection of any transmission project and take into consideration the effects of power market on transmission projects.In the electric market, the market could achieve equilibrium and optimal efficience through competition. Firstly, based on analysising the factors of affecting the efficience of electricity market, this paper identify the benefits of the transmission projects. This paper analyzes the reliability benefit, environment benefit and economic benefit of transmission projects. Identifying the benefits of transmission projects can help evaluate and compare the transmission investment programs and also can be used as the reference of establishing transmission price and distributing investment cost.Secondly, based on the Local Marginal Price mechanism and economic surplus theory, this paper constructs the transmission benefit calculation model. This paper verify the validity of the model by an IEEE 30 node system.Thirdly, this paper analyzes the external characteristics of the transmission projects detailedly, and illustrates the internal efficiency and external efficiency of the transmission projects. This paper uses probabilistic production simulation tool and power flow calculation software to quantify the external benefits of transmission project.Fourthly, this paper builds different transmission benefit calculation models in accordance with different market cases such as some generators bidding strategically, demand side response and long term contract.Finally, considering the characteristics of transmission projects and market factors of power market, this paper applies fuzzy theory in transmission evaluation and builds the corresponding evaluation model in which the decision makers calculate the index of alternative investment projects and finally choose the high performance one to construct.
