Strategic Analysis On Local Economic Development Under Holistic Governance Perspect

With the development of public administration theory and practice, governmental management has become a popular practice and research field of developed-countries' government reform. Holistic governance theory proposed by Perri 6(1997) has become an important prospective governance theory in every aspect, some scholars even thought it the third generation of public administration theory followed by traditional bureaucracy and new public management, its ideas and mechanism have practical significances to our government reform modernization. On the other aspects, with resource exhaustion and environmental pollution, especially during the period of fundamental changes on economic development of "growth transformation and structure adjustment", developing circular economy has become an important mission to local governance. How to employ holistic governance theory to lead local circular economy has theoretical value and practical significance.This paper analyzed advantages of holistic governance theory and governance situations Changsha circular economy faced, started from governance reform, based on representative sample, it generalized and represented main contents of holistic governance, analyzed compatibility between Changsha circular economy governance and holistic governance, proposed strategic approach of realizing Changsha circular economy, made a daring attempt for holistic governance theory applied to public governance practice. The paper mainly includes the following chapters.The first chapter is an introduction which discussed origin and significance of the thesis from macro background level, introduced achievements of holistic governance and circular economic governance at home and abroad, proposed the research contents, methods and innovations of this thesis.Chapter two is literature review. It mainly introduced the background, theory origin, main features and implementation strategy, it further discussed advantages and functions of holistic governance theory approaches, in the hope of solidifying theoretical bases of holistic governance of local circular economy.Chapter three is the position analysis. Set circular economic governance in Changsha, Hunan as an example, this paper discussed the reason why Changsha circular economic governance need innovation from three levels as Changsha resource environment, status of Changsha circular economic governance in the "Eleventh Five-Year Plan" period, gap comparative analysis with advanced countries, provincials and cities, which is the premise to research new governance approaches.Chapter four is the transitional chapter between theory approaches and research questions. It mainly discussed the compatibility between governance approaches and research object from two aspects as Changsha circular economic governance intractability and fragmentation which set a connection link for the next research.Chapter five is the strategy research part, also the main part of the whole paper. On the basis of previous analysis, it discussed concrete strategy of Changsha circular economic holistic governance from three aspects as functional aggregation of local circular economic governance, governance level integration, public and private partnership governance integration.The last chapter is research conclusion and prospect.
