Study On Significance Of Local Governance By Wenzhou Chamber Of Commerce

Since the theory of governance was introduced into China, on the one hand it is endowed with great expectation by many Chinese scholars, on the other hand, there is a disputation in China. In addition to the controversy of the concept of governance and the general theory, there is a dispute of the feasibility of governance in China. This paper will re-define governance as a strategic process of social variance and resolving ungovernability ,what is guided by government, after straightening out the various conception. As governance and local governance are in the same basic ideas, the disputation of local governance in China can be regarded as the discussion of partial governance in China or the governance at the local level in china.This paper will choose Wenzhou Chamber of Commerce regarded as a Chinese characteristics model in the development of civil society as disquisitive object to analyse the relationships among Wenzhou Chamber of Commerce, local governance and enterprises. The mutual influence between Wenzhou Government and the Chamber of Commerce exist certainly, but the benign interaction mechanisms between Chamber of Commerce and local governments have not really been established. The mutual process approves the feasibility of governance, but it is restricted. The local government systems and institutions have not formed yet, governance is turned to a partial tool for ungovernability barely. Government is the key to avoid restrict and to establish governance mechanisms. In future, Government is the most powerful safeguard for the establishment and the course of governance mechanisms. At the same time, Wenzhou Chamber of Commerce of the case shows a possible path of development of Chinese Civil society: participate in public governance and grow up, and then formed a mature Civil society.
