Optimization and upgrading of industrial structure and full employment of labor force have mutual influence and mutual constraint on each other. They jointly contribute to economic growth. The industrial structure upgrade, with improvement of industrialization as the core, is the main driver to maintain rapid economic growth in China. However, industrial restructuring in China is getting more and more unfavorable to employment. Industrial structure upgrade and economic growth can provide employment opportunities, but it is taking on a trend of decrease now. The employment structure lags behind the process of industrialization. Moreover, the supply of China's total labor force conspicuously exceeds demand; the structural contradiction of Employment becomes more apparent. To some extent, the low labor quality hindered the optimization and upgrading of industrial structure. Therefore, this paper conducts a study on how to choose the appropriate approach to industrial technology, and balance the new industrialization and the employment, and achieve harmonious interaction between industrial structure and employmentSince reform and opening-up, the mechanism of China's industrial structure on employment is very complex, and by referring to the literature available, scholars from China and abroad never get consensus on the employment effect of industrial structure promotion. In this paper, the author believes we should check out the motivation of modification of the industrial structure in order to research the employment effect of industrial structure promotion. So, this paper constructs "three ideas to research how industrial structure promotion affects employment:the interaction of the industrial structure and the occupational pattern; technology advancement affects employment by modifying industrial structure; demand structure affects employment by modifying industrial structure. And those ideas form the main frame of this article, which is the main content of chapter two.In Chapterâ…¢, the evolution and trends of output structure and employment structure are analyzed. Underdevelopment of the labor-intensive industries and the premature capital deepening result in the "high growth, low employment" patterns in the secondary industry. It is predicted that China's industrial capacity in absorbing labor force will not change much in the next 5 years. But with structural adjustment, the increasingly expanding industrial sectors will provide more employment opportunities. Even though the tertiary sector is the main sector of labor force absorption, it reveals the signs of insufficient reserve force. Thus, producer services will be the main sector to create jobs.In Chapter IV, the interactive research of the industrial structure and the occupational pattern in China are analyzed. Researches show that the technique of the secondary industry and tertiary-industry in China are both labor saving, capital substitutes labor excessively, and it affects the ability to arrange jobs of industrial structure, the dramatic fluctuation of industrial structure in transition period leads to structural unemployment; resource relocation is the important motivity of the promotion of our industrial structure and economic growth, but the effect of relocation of labor is not so prominent. It is believed that the rational distribution of the market mechanism will gradually eliminate the obstacles that obstruct the labor mobility, and the gap between marginal productivity of inter-industry factors makes economic growth possible.In Chapter V, it analyzes the effect of China's industrial technology choice and technological progress on employment. It is found that the implementation of new-styled industrialization changed the industry's wild-type development pattern. Efficiency improvement avoids capital taking place of labor in technology approach. Industry not only maintains a sustained growth, but also enhances the labor force absorption capacity. Compared with labor, capital, resources, employment-intensive sectors, technology-intensive sectors are more capable in creating employment opportunities. Empirical analysis exposed that heavy industrialization is the main cause of the industrial capital deepening, and it adversely affect employment. But in the long term, the heavy industrialization can bring more employment. It is believed that China's heavy industrialization after reform and opening results from self-development and also government involvement, but the heavy industrialization is consistent with industrialization development. Hence, it is unnecessary to reject it. By empirical analysis, technological progress contradicts employment. In order to maintain sustainable growth of employment, it is bound to encourage technological innovation, promote technological progress, and strengthen its affect in technological advances as a driver.In Chapter VI, the employment effect of China's industrial structure under the demand constraints is analyzed. The main conclusions are:the development model of consumption-led growth in the tertiary industry employment has been formed in China, with the improvement of the foreign dependency rate of China', the international competitiveness of Chinese industry trade, the effect of export enhances employment is growing more and more.obvious; the ultimate requirement of secondary industry-the employment inducing factor, is much lower than tertiary-industry, large scale investment dose not increase its employment ratio; When the inducing factor of all other industry demand are decreasing, the export-inducing factor of primary industry increases, the further maintaining increase of agricultural exports will ease the pressure on labor transfer.In Chapter VII, the main conclusions and policy recommendations are given. Through theoretical analysis and empirical study, we have chosen the employment approach under the new style industrialization:firstly, to develop technology-intensive sectors and to explore its huge employment potential; secondly, to develop Industrial technology and make use of its industrial relevancy; thirdly, to develop producer services and enlarge its share in intermediate input; fourthly, to upgrade consumption structure and enlarge employment in tertiary industry; finally, to enlarge employment on the basis of balance between domestic and overseas market demand. There are five suggestions for the conclusion of this issue:(1)to establish employment as the priority of macroeconomic policy objectives; (2)to adjust industrial structure, fully developing and utilizing labor resources; (3)to regulate the structure of investment, adopting moderate labor-substitution-capital strategy; (4)to implement human resources development strategy, establish unified labor market; (5)to release the government regulations, and stick to the price reform of production factors.
