Study On Cycling Economy's Develop In Chang-zhu-tan City Group

As the old Industrial base of China and the chief city plan group in middle area, The Chang-zhu-tan Area is being at the industrialization intermediate stage, the level of development relative lag, the pressure of resources consumption and the environment is tremendous, the bottleneck restrictions of energy, land are quite prominent, some region's ecological environment destroys is quite serious. Vigorously developing cycling economy makes a vital role for promoting the comprehensive utilization of the water resources, land resource, energy, for promoting the industrial development in the Chang-zhu-tan area,for promoting the transformation of expense way,for the improvement of ecological environment and the people's overall quality enhancement.The present paper will research why Chang-zhu-tan area should develop cycling economy, and how to develop cycling economy. It is need to develop cycling economy for constructing "two-oriented society" to ecological civilization. On how to develop cycling economy, this paper will study from two major aspects:the role of market mechanisms and the government. The paper introduces and analyzes the experience in cycling economy of the domestic and foreign countries, studies synthesis and recycling use for the basic resources:water resources, land resources, energy and put forward countermeasures prom the perspective of sustainable development. Because water resource, land resource and energy is the basic elements for a urban group's existence and development, the basic elements is also the most important factor. On this basis, this paper also study cycling economy from industrail aspect, especially for some upgrading industries, just like some traditional industries such as iron and steel, nonferrous metals and chemicals, which are the focus for developing cycling economy, and tourism, the strategicoriented industry is also studied in this paper. From the perspective of sustainable consumption patterns, the paper also analysis the consumption in Hunan Province, and put forward the countermeasure in order to achieve sustainable consumption, for developing cycling economy is inseparable from changes in consumption patterns. The paper also study the role of government for developing cycling economy, and use mathematical model to describe it. These research will be meaningful to the development of cycling economy in Chang-zhu-tan area, to promote the Chang-zhu-tan area to develop well and quickly,and to the development of the new industrialization and new urbanized in the Chang-zhu-tan area.
