A Study On The Development Of Huaining's Cycling Economy

Since the 18th century, rapid economic development and technology improvement lead to environmental pollution and destruction with the continuous advance of industrialization. The cycling economy is a kind of new advanced economic form which advocates that human should be coordinative with the ecological environment. It changes the traditional linear economic development mode "resources-products-waste" to circulation economic development mode "resources-products-Waste-Renewable resources". The economy can be developed, while the resources are saved and the ecological environment is protected. At present, more and more countries are paying attention to the idea of cycling economy. They seem it as an important way to achieve sustainable development. China begins to introduce the idea of cycling economy from the 90s,20th century. The Theorists research a lot about the theory and development model of the cycling economy.The total economic output, population and area of the counties which is seemed as a kind of administrative divisions play an important role in our country. The development of the county relate to the entire development of the country. Especially, it is significant to study the economic development of the county. Since the reform and opening-up, economy in Huaining developed rapidly. Economic output increased continuously and people's living standards have improved significantly. However, the economic output is low. The ability of technological innovation is not strong. And the industrial structure should be optimized further. In nearly years, Huaining consumes a lot of resources and produce a lot of waste by the extensive mode of economic growth. This leads to an apparent impact on the ecological environment. If Huaining wants to improve the quality of economic development and achieve sustainable development, it should transform the mode of economic development. Developing the cycling economy is an effective way. Firstly, it must change traditional idea for Huaining and recognize the importance of developing the cycling economy. Then it seems developing cycling economy as a measure to achieve economic efficiency and protect the environment.The article used related theories of the industrial economics, regional economics, ecology, philosophy and so on and methods of comparative analysis, hierarchical analysis, theory with practice and case analysis. First of all, it elaborated related concept on the cycling economy and sumed up the successful experience of developing the cycling economy in western developed countries. Secondly, it summed up the model of the cycling economy development in home and abroad from the perspective of three industries and listed the typical model in every industry to develop the cycling economy. Then it analyzed the status of Huaining's economic development to find the problems of economic development. So it thought that Huaining should develop the cycling economy. At the same time, it analyzed the status of Huaining's cycling economy to find the constraints. Next, it elaborated the ideas and methods of developing the cycling economy in detail from the perspective of ecological agriculture, ecological industry and ecological service to build a system of the cycling economy in Huaining. Finally, it gave some policy recommendations to insure that Huaining can develop the cycling economy smoothly and healthy. It mainly includes changing the traditional development concept, strengthening institutional system, enhancing science and technology support, improving the industrial park's plan, promoting the implementation of human resources strategy, accelerating the development of the venous industry and proposing the focal points of the work.
