Guangxi Beibu Gulf Economic Zone is located in the centre of South China Economic Circle, Southwest Economic Circle and the ASEAN Economic Circle. It is the only coastal area among all western development areas and an area with sea channel and bordering land with ASEAN countries in China. It is a strategically important area, and particularly has obvious advantages in developing petrochemical industry. However, the industry development of this economic area lags behind due to historical reasons. The petrochemical industry is only just emerging in recent years. The key issues to solve for the development of this area's petrochemical industry are to correctly select the leading products, and industry chains, and conduct rational industry layout. Therefore, the study of the selection of leading products, the evaluation of the industry chain and the industry layout has important theoretical and practical significance. To this end, this thesis mainly studies the above problems systematically. The main innovation and contribution are as follows.(1) This thesis qualitatively analyzes the petrochemical industry status of the Guangxi Beibu Gulf Economic Zone, identifies the strong and weak points of this area's economic development, and points out opportunities and threats to this area's economic development. The thesis studies the selection of the leading products based on the above analysis, constructs the index system and the multi-criteria decision model based on two-tuple linguistic semantic for the selection of petrochemical industry's leading product. The model uses two-tuple linguistic semantic's weighted average operator to integrate the evaluation information under the various indicators and obtain the comprehensive evaluation value and consequently directs the selection of leading product. Through the calculation, this thesis proposes a set of appropriate leading products:polypropylene, styrene, butyl rubber, phthalic anhydride, SBS, terephthalic acid, maleic anhydride, MTBE, ethylene glycol, K-resin, carbonate dimethyl ester, high water absorption resin and acrylic.(2) This thesis constructs the index system for the evaluation of petrochemical industrial chain in Guangxi Beibu Gulf Economic Zone and the multi-criteria decision model based on the triangular fuzzy aggregation operator and the maximum membership principle. Namely, we obtain the linguistic evaluation through the use of questionnaire, carry out reliability analysis, and transfer the data to triangular fuzzy numbers. We apply the proposed decision model to evaluate the industry chain, identify the priority industry chain, the feasible industry chain and the inappropriate industry chain of the petrochemical industry in this area as guidance to the development of the petrochemical industry in this area.(3) This thesis proposes the location and the layout of industry park of petrochemical industry in Guangxi Beibu Gulf Economic Zone. Five influencing factors, such as geographical location, transportation, market, aggregation and politics, are selected when determining the approximate location of the petrochemical industry based on the basic theory of domestic and industry layout. This thesis analyzes the advantages and disadvantages of petrochemical industry development in each city by comparing these five factors of Qinzhou, Fangchenggang and Beihai. The problem of location choice for industry park is solved by extending TOPSIS to intuitionistic fuzzy sets, which adopts the Euclidean distance of intuitionistic fuzzy sets to calculate the difference between the ideal plan and each plan. As the result, Qinzhou is the best place for developing the petrochemical industry. On the basis of previous study, this thesis divides the Beibu Gulf petrochemical industry park into three function zones according to the characteristics of oil refining equipments, flow direction between material and energy and the landscape of industry park and give out the corresponding logistics and green planning.
