Optimization Research On The Industrial Structure And Space Layout Of Guangxi Beibu Gulf Economic Zone Under The Perspective Of Low-Carbon Economy

Facing the global climate change challenges and problems of resources security and energy security, it is an inevitable choice for China to develop low-carbon economy. How to realize the economic development mode to be changed to a low-carbon economy? An important way is to implement the industrial structure optimization. And the industrial structure optimization is a key point in the regional economy development and it shall penetrate through the whole process of economic development. The industrial space layout is considered the "the indicator" of the regional economic development status, so it has important influence for the regional economic development whether it reasonable or not. Therefore, the optimization studies on the industrial structure and space layout in an area for keeping regional economy healthy and rapid development. With a low-carbon economy theory to guide the regional industrial structure optimization and then optimize industrial spatial layout, it can not only realize the regional economic development better and faster, bur can also improve the efficiency of resource utilization and protect the environment and then achieve sustainable development of the regional economy and the society.Based the Guangxi Beibu Gulf Economic Zone as research object and low-carbon economy and industrial structure theory as guidance, the thesis is to find a coupling point between the low-carbon economy and the industrial structure optimization by some definite mathematics methods, then select and determine the important industries in the 1st, 2nd and 3rd industries, at last to realize the optimization of the regional industrial structure. Furthermore, it could rely on the industry spatial layout theory to optimize industrial spatial layout, and then it could realize the low-carbon development and at the same time to maintain a balanced and healthy development on the regional industries.The research results, by applying the comparative advantages to optimize the 1st industrial, show that Guangxi Beibu Gulf Economic Zone should vigorously develop fishery industry, forestry industry, stabilize agriculture and appropriately to develop animal husbandry fully giving play to the comparative advantages. Regarding to the spatial layout of the 1st industry, it should build up some stockbreeding bases in the northern mountain and basin, some agriculture bases in the central and southern plains, some forestry bases in "two mountains" and the nearby area and some fishery bases in south coast area. The research results, by the analytic hierarchy process to optimize the 2nd industry, show that the optimized industrial selection order for 2nd industry in Guangxi Beibu Gulf Economic Zone should be black metal smelting and rolling processing, pharmaceutical manufacturing, petrochemical and coking industry etc. Regarding to the specific the 2nd industry layout, it should be arranged as follows: the food processing industry, the sugar industry, tobacco processing, pharmaceutical manufacturing, non-ferrous metal smelting and rolling processing, transportation equipment manufacturing and electric power industries could be arranged in Nanning, the pharmaceutical manufacturing, chemical raw materials and chemical industry, transportation equipment manufacturing, the sugar industry and electric power industries could be arranged in Beihai, the petrochemical and coking industry, chemical raw materials and chemical drug manufacturing industry, the sugar industry and electric power industries would be arranged in Qinzhou, black metal smelting and rolling processing industry, the non-ferrous metal smelting and rolling processing, the sugar industry and electric power industries could be arranged in Fangchenggang. By input-output analysis on the 3rd industry optimization, the results show that the main important industries on the 3rd industry, which we should promote, are the postal service, lease and business service industry, health, social security and social welfare, scientific research, wholesale and retail establishments of business, information transmission, computer service and software, housing and catering trade, financial insurance. The specific key industries arrangement on the 3rd industry spatial layout should be put like this, the postal service, lease and business service industry, health, social security and social welfare, scientific research, wholesale and retail establishments of business, information transmission, computer service and software, housing and restaurant industry, the financial and insurance could be arranged in Nanning and Beihai. The postal service, lease and business service industry, health, social security and social welfare, housing and catering trade, financial insurance could be arranged in Qinzhou, and Fangchenggang.
