Based on the research results of domestic and oversea investment estimatimation, the reference area (Beijing) was divided under the consideration of topography,construction engineering practices and other factors. According to the material price provided by provinces and cities, the main factors of investment estimatimation and the composition characteristics of direct costs were researched, further the investment estimation method (conversion coefficient method) which reflected the differences and generality of projects in different areas was proposed. And the estimate index conversion system between the reference area and other provinces was built to obtain estimatimation indexes of 31 provinces. Take LinCang, YunNan province and ShenYang, LiaoNing province for example, the accuracy and practicality of indexes was checked. At last, price fluctuate characteristics and laws, caused by some typical design parameters, building materials, construction conditions and other factors changes, were discussed.The results show that, the estimate index derived by the conversion system of provincial and municipal (regional) can satisfy the requirements of investment estimation accuracy and alleviate the pressure from the great investment difference caused by different construction standards in different areas. Meanwhile, the research results provide an important basis for promoting the reasonable and effective use of land development and consolidation project fund and ensure the scientific and objective review and storag of projects.
