The resource-based cities which developed based on the non-renewable resources reversed easily. The resource-based cities are quite centralized in Shandong. These cities contain seven model coal resource-based cities and one petroleum city which occupy about 1/5 of the entire province. These mining industries and the mine enterprises are the base of energy, raw material and the minerals processed products in Shandong, which has the important influence to the Shandong national economy's health, steady development. Therefore, studies on these resource-based cities' industry conversion in Shandong province have realistical significance.Positive study and normative study are adopted and quantitative analysis is combined with qualitative analysis in the dissertation. On the basis of systematic studying on the concerned theory in industry conversion in resource-based cities, the deeply following discussions about the conversion mechanisms are carried out in the study. There are several concerned theories of industry conversion about resource-based cities in the study, which contains classic economics, industrial economics, evolutionary economics, and institutional economics and so on. The classic economics has pointed out that the situation of using the mineral resource is stern from the scarce resources. The industrial economics from the industry structure intenerating and high-ranking has pointed out that the rigid pattern of the resource-based cities needs to transform. From the dynamic evolution of evolutionary economics, the ossification and the non-equalization in the resource-based cities destroy the dynamic evolutionary process of the industries. Accounting to the locked-in effect happened to the sunk cost, the institutional economics has pointed out that the redistributive effects which because of the sunk cost will lock the mineral-resource cities in the low link of the developed industrial system.The contents and the framework of the study contain: (1) Based on the environment of Shandong province, the study has pointed out the necessity of conversion. (2) The factors of industry conversion divide into the favorable factors and the restriction factors. The favorable factors include the macro-economic environment, the human capital structure and the own characteristics of Shandong resource-based cities. The restriction factors include the marketization degree, the industrial structure and the conversion factors. (3) According to the characteristics of Shandong province, this article made a basic assumption to Shandong resource-based cities about the industry conversion, which include the goal of the conversion, the determination of the conversion, the mechanisms' construction of the conversion and the strategic steps as well as the model choice of the conversion. (4) On these bases, the paper establishes the appraisal system of the industry conversion about resource-based cities and proposes the countermeasures to the industry conversion in Dongying on the terms of empirical studies of Shandong province by using Rough Set mathematical method.The innovations of the article mainly displays in several aspects. First, the article constructs the production function of the resource-based cities which definite the time of conversion on the basic of the cost restraint based on Cobb-Douglas Function Model. Second, the article constructs the "Diamond Model" of the resource-based cities' industry conversion on the base of Porter's Diamond Model. Third, Dongying is one of the typical resource-based cities. Based on the rough sets appraisal system, this article takes this city as an example to propose several countermeasures to the problems of the process of conversion and afford useful suggestions.
